Establishing a European border management fund would be a just and significant measure in order to bring about centralised coordination, both in terms of resources and of implementing policies.

This proposal before us embedded deeply in this bill would say that the building Canada fund, the green infrastructure fund, the recreational infrastructure fund, the border infrastructure fund, the municipal rural infrastructure fund, none of these would have the same requirements around environmental assessment that they currently do.
Aux termes de la proposition enterrée dans ce projet de loi, le Fonds Chantiers Canada, le Fonds pour l’infrastructure verte, le Fonds Infrastructure de loisirs Canada, le Fonds pour l’infrastructure frontalière, le Fonds pour l’infrastructure municipale rurale, aucun de ces fonds ne serait assujetti aux mêmes exigences qu’à l’heure actuelle en ce qui concerne l’évaluation environnementale.

Takes the unequivocal view that efforts under Objective 3 (European Territorial Cooperation) need to be stepped up at all EU internal borders and at all three levels of such cooperation (cross-border, inter-regional and trans-national), and calls for the relevant share of structural funds to be increased to 7%; calls for the allocation of funding for each territorial cooperation programme to be based on harmonised criteria, in order to provide a strategic and integrated response to the needs and specificities of each geographical territory and area concerned; stresses the importance of the border regions in terms of achievement of the Europe 2020 objectives; considers that there is a need to improve coordination between the Trans-European Networks, particularly those concerned with transport and energy, and cross-border infrastructure, and to increase the subsidies for those networks in line with European priorities, and calls for a corresponding increase in funding for all border regions; calls for simplification of the implementing rules governing Objective 3 programmes, based on the principle of proportionality, as well as for the development of a common set of eligibility rules, all of which are preconditions for these programmes becoming more effective and more visible; stresses the need for local decision-makers to be closely involved, since programmes can be fleshed out only if this is guaranteed;

After “responsibility” in the third line it would read: “for the Canadian Strategic Infrastructure Fund, the Municipal Rural Infrastructure Fund, and the Highways and Border Infrastructure Fund to brief the committee on the inventory and progress of major infrastructure projects now underway”.
Après « responsables », à la troisième ligne, la motion se lirait ainsi: « du Fonds canadien sur l'infrastructure stratégique, du Fonds sur l'infrastructure municipale rurale et du Fonds pour l'infrastructure routière et frontalière, d'informer le Comité sur les processus à l'inventaire et sur les grands projets d'infrastructure en cours et sur leur état d'avancement».

However, I cannot accept the idea of a separate fund for crisis management and the need to define what we actually mean when we talk about a ‘crisis’. A separate fund would result in a substantial budget increase and, moreover, will not contribute to further simplification.
Je ne peux toutefois accepter l’idée d’un fonds distinct pour la gestion des crises et la nécessité de définir précisément le concept de « crise », car un fonds distinct entraînerait une hausse budgétaire substantielle et ne contribuerait pas à une plus grande simplification.

Now, whilst I sympathise with the reasons behind what has been outlined by Mr Mulder and Mrs Haug, and I appreciate their serious concern about the level of funding being sufficient for the unidentified needs for the remainder of the year, it would be extremely difficult for this Parliament to go down this route because, firstly, the financial regulations state that 70/30 is the agreed split and anything new would actually require a change in the financial regulations and, secondly, speaking as a UK Member, I want to see parity, with other Member States being dealt with in exactly the same way as the UK. So, if we want to ensure fair play, it is important that we have the same split.
Cela dit, si je suis sensible aux raisons justifiant ce qu'ont souligné M. Mulder et Mme Haug, et si je comprends la sérieuse inquiétude qui est la leur au sujet du niveau de financement nécessaire pour faire face aux besoins non identifiés qui pourraient se déclarer pendant le reste de l'année, il serait extrêmement difficile pour ce Parlement d'emprunter cette voie. En effet, premièrement, le règlement financier stipule que le partage convenu est de 70/30 et que tout nouveau partage nécessiterait une modification du règlement financier. Deuxièmement, en tant que député du Royaume-Uni, je suis pour une parité et souhaite que les autres États membres soient traités exactement sur le même pied que le Royaume-Uni. Aussi, si nous voulons que les règles du jeu soient équitables, il est important d'avoir le même partage.
