IN-CONTEXT TRANSLATIONS

In accordance with paragraph 2 of the Preamble and Article 2(1) of the amended EFSF Framework Agreement, the EFSF may grant loan disbursements, precautionary facilities, facilities to finance the recapitalisation of financial institutions in a euro area Member State (through loans to the governments of such Member States including non-programme countries), facilities for the purchase of bonds in the secondary markets or facilities for the purchase of bonds in the primary market (all such instruments representing ‘Financial Assistance’), to be provided through financial assistance facility agreements (hereinafter the ‘Financial Assistance Facility Agreements’).
Conformément au considérant 2 du préambule et à l’article 2, paragraphe 1, de l’accord-cadre modifié régissant l’EFSF, celui-ci peut accorder des prêts, des facilités établies à titre de précaution, des facilités destinées à financer la recapitalisation des établissements financiers dans un État membre de la zone euro (par des prêts aux gouvernements de ces États membres, y compris dans les pays ne bénéficiant pas d’un programme), des facilités en vue de l’acquisition d’obligations sur les marchés secondaires, ou des facilités en vue de l’acquisition d’obligations sur le marché primaire (tous ces instruments constituant une «assistance financière»), dans le cadre de conventions d’assistance financière (ci-après les «conventions d’assistance financière»).

As stated in recital 52, the abolished counter-guarantee will be replaced by a new second-rank guarantee amounting to EUR 1,25 billion, which will be incorporated into the new bonding facility, representing a maximum outstanding amount of EUR 8 billion (measure 3).
