The bottom line is governments do use new tools, and I think to be part of that dialogue you have to get a bit into the jargon, and maybe governments and bureaucrats will use less of it and on the other hand others will become more familiar with it.

En fin de compte, les gouvernements font appel à de nouveaux instruments et il faut bien dire que, pour participer au dialogue, un peu de connaissance du jargon ne fait pas de tort.
