By virtue of Articles 89(2) and 93(2) of that Regulation, certain active substances will be legally present on the market in biocidal products even though no complete substance dossier has yet been submitted.

The recording of substance flows clearly overshoots the mark here, since it is not yet certain whether a plant protection product, a biocide or perhaps even a drug is produced from a given substance.
