In order to ensure the long-term competitiveness of bio-based industrial sectors, and in line with the Commission Communication of 13 February 2012 entitled ‘Innovating for Sustainable growth: A Bioeconomy for Europe’ and the Commission Communication of 20 September 2011 entitled ‘Roadmap to a Resource Efficient Europe’, promoting integrated and diversified biorefineries across Europe, enhanced incentives under Directive 2009/28/EC should be set in a way that gives preference to the use of biomass feedstocks that do not have a high economic value for uses other than biofuels.
Afin de garantir à long terme la compétitivité des bio-industries, et en conformité avec la communication de la Commission du 13 février 2012 intitulée «L'innovation au service d'une croissance durable: une bioéconomie pour l'Europe» et la communication de la Commission du 20 septembre 2011 intitulée «Feuille de route pour une Europe efficace dans l'utilisation des ressources», qui promeuvent la création de bioraffineries intégrées et diversifiées dans toute l'Europe, il convient d'instaurer, en application de la directive 2009/28/CE, des mesures incitatives renforcées donnant la préférence à l'utilisation de matières premières de la biomasse sans valeur économique élevée pour d'autres utilisations que les biocarburants.

The activities shall focus on fostering the knowledge-based bioeconomy by transforming conventional industrial processes and products into bio-based resource and energy efficient ones, the development of integrated second and subsequent generation biorefineries, optimising the use of biomass from primary production including residues, biowaste and bio-based industry by-products, and opening new markets through supporting standardisation and certification systems as well as regulatory and demonstration/field trial activities, while taking into account the implications of the bioeconomy on land use and land use changes, as well as the views and concerns of civil society.

(12) The Joint Technology Initiative on Bio-based Industries should be a public-private partnership aiming at increasing investment in the development of a sustainable bio-based industry sector in Europe.
(12) L'ITC Bio-industries devrait prendre la forme d'un partenariat public-privé destiné à faire augmenter les investissements dans le développement d'un secteur bio-industriel durable en Europe.

(12) The Joint Technology Initiative on Bio-based Industries should be a public-private partnership aiming at increasing and spreading investment in the development of a sustainable bio-based industry sector in Europe, since bio-industry can make a significant contribution to achieving the objective of smart, sustainable and inclusive growth by 2020.
(12) L'ITC Bio-industries devrait prendre la forme d'un PPP destiné à faire augmenter et à répartir les investissements dans le développement d'un secteur bio-industriel durable en Europe, la bio-industrie étant susceptible de contribuer véritablement à la réalisation de l'objectif d'une croissance intelligente, durable et inclusive en Europe d'ici 2020.

(12) The Joint Technology Initiative on Bio-based Industries should be a public-private partnership aiming at increasing investment in the development of a sustainable bio-based industry sector in Europe.

(7) In order to ensure the long-term competitiveness of bio-based industrial sectors, and in line with the 2012 Communication "Innovating for Sustainable growth: A Bioeconomy for Europe" and the Roadmap to a Resource Efficient Europe, promoting integrated and diversified biorefineries across Europe, enhanced incentives under Directive 2009/28/EC should be set in a way that gives preference to the use of biomass feedstocks that do not have a high economic value for other uses than biofuels or which do not impact on the environment in such a way as to compromise local ecosystems by depriving food crops of land and water .
(7) Afin de garantir à long terme la compétitivité des bio-industries et en conformité avec la communication de 2012 «L’innovation au service d’une croissance durable: une bioéconomie pour l’Europe» et la «Feuille de route pour une Europe efficace dans l’utilisation des ressources» qui promeuvent la création de bioraffineries intégrées et diversifiées dans toute l’Europe, il convient d’instaurer, en application de la directive 2009/28/CE, des mesures incitatives renforcées donnant la préférence à l’utilisation de matières premières de la biomasse sans valeur économique élevée pour d’autres utilisations que les biocarburants ou n'ayant pas, sur l'environnement, d'incidences qui risqueraient de compromettre les écosystèmes locaux par la confiscation des terres ou de l'eau nécessaires aux cultures alimentaires .

An institutional Public Private Partnership based on the Joint Technology Initiative approach on Bio-based Industries for Growth could leverage private sector investment, facilitate the efficient and sustainable scaling-up of biomass supplies, support large-scale bio-refinery demonstration projects, promote Green public procurement, and develop new bio-based products and materials.
Un partenariat public‑privé institutionnel sur les bioindustries en faveur de la croissance, fondé sur la méthode de l’initiative technologique conjointe, pourrait avoir un effet de levier sur les investissements du secteur privé, faciliter l’augmentation efficace et durable des approvisionnements en biomasse, soutenir des projets de démonstration à grande échelle dans le domaine de la bioraffinerie, promouvoir le recours aux marchés publics écologiques et permettre la mise au point de nouveaux bioproduits et biomatériaux.
