In order to keep the development of agencies under control, Parliament, in the negotiations on the new IIA, demanded a horizontal ceiling for agencies and called for an approach similar to that requested for the Commission's administrative expenditure, based on the establishment of a binding ceiling for the agencies, outside the Financial Perspective table, which can be increased only by a decision of the budgetary authority.
Pour maintenir l'évolution sous contrôle, le Parlement, dans les négociations sur le nouvel AII, a demandé un plafond horizontal en ce qui concerne les agences: il a demandé, comme pour les dépenses administratives de la Commission, que, pour les agences, on fixe, en-dehors du tableau des perspectives financières, un plafond contraignant, que seule l'autorité budgétaire pourrait décider de relever.
