A meeting of the EU-China Joint Committee, held back-to-back with the Summit in October 2000 allowed for in-depth discussion of key bilateral trade and co-operation issues.

Following the Swiss Parliament's adoption of the Federal Act on Foreign Nationals on 16 December 2016 and the meeting of the EU-Switzerland Joint Committee on 22 December, the Commission welcomes the progress in the bilateral relations between the European Union and Switzerland in several areas.

19. Underlines the need for Parliament to be adequately involved in the preparation and negotiating process and the long-term monitoring and assessment of the functioning of bilateral agreements according to the provisions of the TFEU; insists that Parliament be immediately and fully informed, on an equal footing with the Council, at all stages of the procedure related to FPAs, pursuant to Articles 13(2) and 218(10) TFEU; recalls its conviction that Parliament should be represented by observers at the Joint Committee meetings envisaged in the fisheries agreements; insists that civil society observers, including both EU and third-country fisheries representatives, should also attend those meetings;

States that regular bilateral Joint Committee Meetings of corresponding specialised committees and ad hoc interparliamentary meetings at committee level, held at the invitation of the European Parliament, allow for dialogue to take place at an early stage on current or envisaged pieces of legislation or political initiatives and should therefore be maintained and developed systematically into a permanent network of corresponding committees; believes that such meetings can be preceded or followed by ad hoc bilateral committee meetings to deal with specific national concerns; believes that the conference of committee chairs could be given the role of establishing and coordinating a programme for the activities of the specialised committees with the national parliaments;
6. fait remarquer que les réunions bilatérales mixtes régulières des commissions spécialisées correspondantes et les rencontres interparlementaires ad hoc au niveau des commissions organisées à l'invitation du Parlement européen, permettent un dialogue à un stade précoce concernant les actes législatifs en cours ou en projet ou les initiatives politiques et qu'elles devraient par conséquent être maintenues et développées systématiquement pour prendre la forme d'un réseau permanent de commissions correspondantes; estime que ces rencontres peuvent être précédées ou suivies de réunions bilatérales ad hoc visant à examiner les questions nationales spécifiques et que la conférence des présidents des commissions pourrait se voir confier la tâche d'élaborer un programme d'activités des commissions spécialisées avec les parlements nationaux et de coordonner leurs travaux;

The Commission shall keep the European Parliament and the Committee referred to in Article 8(1) regularly informed about Community initiatives taken in relevant fields and ensure efficient linkage and, where appropriate, joint actions between the programme and the programmes and actions in the area of higher education undertaken within the framework of the Community's cooperation with third countries, including bilateral agreements, and the competent international organisations.
2. La Commission informe régulièrement le Parlement européen et le comité visé à l'article 8, paragraphe 1, des initiatives communautaires prises dans les domaines concernés, assure une liaison efficace et, le cas échéant, des actions conjointes entre le programme et les programmes et actions menés dans le domaine de l'enseignement supérieur dans le cadre de la coopération de la Communauté avec les pays tiers, y compris dans le cadre d'accords bilatéraux, et avec les organisations internationales compétentes.

For this purpose, via appropriate channels (delegations, joint committees, meetings, regular exchange in the framework of bilateral cooperation agreements, etc.), third countries will be informed of the calls for proposals and actions programmed and implemented.

This could be done by setting up joint bilateral technical committees with experts from the EU and the other donor country.
