Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. The symptoms often represent the patient's concept of how a physical illness would be manifest. Medical examination and investigation do not reveal the presence of any known physical or neurological disorder. In addition, there is evidence that the loss of function is an expression of emotional conflicts or needs. The symptoms may develop in close relationship to psychological stress, and often appear suddenly. Alex Atamanenko: En ce qui concerne le droit au Programme canadien de stabilisation du revenu agricole (PCSRA), la procédure d’appel et l’exclusion du droit aux autres programmes agricoles fédéraux: a) l’appelant est-il admis à prendre connaissance des recommandations du Sous-comité fusionné des appels de l’Ouest et, si oui, comment en obtient-il copie; b) l’appelant est-il admis à prendre connaissance des raisons invoquées par le Sous-comité intermédiaire des appels pour rejeter les recommandations du Sous-comité fusionné des appels de l’Ouest et, si oui, comment en obtient-il copie; c) l’administration du PCSRA a-t-elle déjà envoyé à l’appelant une lettre de rejet avant ou après avoir sollicité l’intervention d’un comité des appels et, si oui, comment l’appelant obtient-il copie de la directive à cet effet; d) à qui incombe-t-il d’envoyer les recommandations du Sous-comité fusionné des appels de l’Ouest au palier d’appel supérieur; e) y a-t-il des motifs valables pour que l’administration du Comité national du PCSRA (CNP) refuse à l’appelant l’accès à l’ensemble du processus d’appel en négligeant d’envoyer les recommandations du Sous-comité fusionné des appels de l’Ouest au palier d’appel supérieur; f) les appels sont-ils traités un par un ou l’administration du CNP peut-elle court-circuiter la procédure d’appel au motif que le cas de l’appelant lui paraît identique à celui qui peut l’avoir précédé; g) y a-t-il des critères établis qui permettent à l’appelant d’avoir une idée du temps que son appel mettra à franchir tous les paliers et, si oui, quels sont-ils; h) l’appelant est-il en droit de s’attendre à ce que les décisions des comités d’appel lui soient communiquées; i) quelles sont les circonstances où il serait acceptable de ne pas communiquer à l’appelant les décisions des comités d’appel; j) l’appelant est-il en droit de s’attendre à ce que le sort de son appel ne soit pas discuté par l’administration du C ...

Under the IDA programme, the Commission has set up and funded for the last two years a secure network communications infrastructure for data interchange (TESTA - Trans-European Services for Telematics between Administrations) between practically all the administrations of the Member States - and soon of the accession countries as well - and the European institutions.
Dans le cadre du programme IDA, la Commission a mis en place et financé depuis deux ans une infrastructure de communication sécurisée en réseau pour l'échange d'informations (TESTA - Services transeuropéens pour la télématique entre Administrations) entre pratiquement toutes les administrations des États membres - et, bientôt, des pays en voie d'adhésion - et les institutions européennes.

The Council Resolution of 8 July 1996 on cooperation between administrations for the enforcement of legislation on the internal market acknowledged that a continuing effort is required to improve cooperation between administrations and invited the Member States and the Commission to examine as a matter of priority the possibility of reinforcing administrative cooperation in the enforcement of legislation.
La résolution du Conseil du 8 juillet 1996 sur la coopération entre administrations pour l'application de la légalisation relative au marché intérieur a reconnu la nécessité de déployer des efforts constants pour améliorer la coopération entre administrations et a invité les États membres et la Commission à examiner, de manière prioritaire, la possibilité de renforcer la coopération administrative dans l'application de la législation.

(9) The CECIS should be set up on the basis of a global implementation plan (GIP) as part of the PROCIV-NET project conducted and financed in the context of a programme for the interchange of data between administrations, the IDA programme as provided for in Decision No 1719/1999/EC of the European Parliament and the Council of 12 July 1999 on a series of guidelines, including the identification of projects of common interest, for trans-European networks for the electronic interchange of data between administrations (IDA)(4), as last amended by Decision No 2046/2002/EC(5), and Decision No 1720/1999/EC of the European Parliament and of the Council of 12 July 1999 adopting a series of actions and measures in order to ensure interoperability of and access to trans-European networks for the electronic interchange of data between administrations (IDA)(6), as last amended by Decision No 2045/2002/EC(7).
(9) Le CECIS devrait être mis en place sur la base d'un plan général de réalisation (GIP) dans le cadre du projet PROCIV-NET mené et financé au titre d'un programme d'échange de données entre administrations (programme IDA), mis en place par la décision n° 1719/1999/CE du Parlement européen et du Conseil du 12 juillet 1999 définissant une série d'orientations, ainsi que des projets d'intérêt commun, en matière de réseaux transeuropéens pour l'échange électronique de données entre administrations (IDA)(4), modifiée en dernier lieu par la décision n° 2046/2002/CE(5), et la décision 1720/1999/CE du Parlement européen et du Conseil du 12 juillet 1999 adoptant un ensemble d'actions et de mesures visant à assurer l'interopérabilité de réseaux transeuropéens pour l'échange électronique de données entre administrations (IDA) et l'accès à ces réseaux(6), modifiée en dernier lieu par la décision n° 2045/2002/CE(7).
