121. Takes note of the concern expressed by the Court of Auditors at the difficulties of taking a definitive and unchangeable snapshot, solely in the annual report, of the changing and progressive reality that is the Cohesion Policy budget, subject to a multiannual and dynamic schedule in which the final percentages of errors and irregularities with consequences, and the real amounts subject to recovery, can be verified only at a much later stage (the Commission has just closed the accounts for the 1994-1999 period); to that end calls on the Commission to present, in addition to the current Action Plan, a proposal in cooperation with the Court of Auditors for solving these phasing difficulties between the multiannual budgetary framework and the annual auditing system; considers that such a proposal would also be useful to ensure there is more efficient control of major European projects such as Galileo;
121. prend note de l'inquiétude exprimée par la Cour des comptes quant aux difficultés rencontrées pour offrir, au travers d'un simple rapport annuel, une photographie définitive et immuable de la réalité changeante et progressive tributaire du budget de la politique de cohésion, soumise à un calendrier pluriannuel dynamique dans lequel les pourcentages finaux d'erreurs et d'irrégularités entraînant des conséquences, ainsi que les montants réels soumis à récupération, ne pourront être contrôlés qu'à un stade très ultérieur (la Commission vient de clôturer l'exercice 1994-1999); demande en ce sens à la Commission de présenter, outre le plan d'action en vigueur et en coopération avec la Cour des comptes, une proposition de solution à apporter à ces difficultés résultant du décalage existant entre le cadre budgétaire pluriannuel et le système de contrôle annuel; une telle proposition serait également utile pour garantir un contrôle plus efficace de grands projets européens, tel que Galileo;

Given the interdependence between Member States’ budgets and the Union’s budget, in order to support Member States in preparing their budgetary forecasts, the Commission should provide forecasts for the Union’s expenditure based on the level of expenditure programmed within the multiannual financial framework.
