1. The treatment on import into the Community of products subject to the common organisation of the market in fishery products, originating in Greenland, shall, while complying with the mechanisms of the common market organisation, involve exemption from customs duties and charges having equivalent effect and the absence of quantitative restrictions or measures having equivalent effect if the possibilities for access to Greenland fishing zones granted to the Community pursuant to an agreement between the Community and the authority responsible for Greenland are satisfactory to the Community.

Le traitement à l'importation dans la Communauté des produits soumis à l'organisation commune des marchés de la pêche, originaires du Groenland, s'effectue, dans le respect des mécanismes de l'organisation commune des marchés, en exemption de droits de douane et de taxes d'effet équivalent, et sans restrictions quantitatives ni mesures d'effet équivalent, et sans restrictions quantitatives ni mesures d'effet équivalent, si les possibilités d'accès aux zones de pêche groenlandaises ouvertes à la Communauté en vertu d'un accord entre la Communauté et l'autorité compétente pour le Groenland sont satisfaisantes pour la Communauté.

As a first step in adjusting the guarantees, the difference recorded for a given marketing year between the Community's exportable volume and the amount set in the Agreement should be apportioned between sugar, isoglucose and insulin syrup according to the percentages which the quotas of each represent in the total quota set for all three products for the Community.
Pour permettre la mise en oeuvre de l'adaptation des garanties, il convient, en premier lieu, de répartir la différence constatée pour une campagne de commercialisation entre le volume exportable de la Communauté et celui prévu par l'accord, entre le sucre, l'isoglucose et le sirop d'inuline en fonction du pourcentage que représentent les quotas de chaque produit par rapport à la somme de l'ensemble des quotas fixés pour les trois produits et pour la Communauté.

In addition, the market for this product, as shown above, has a number of particular characteristics: the relationship between the Community industry and certain users is long-term; production set-up and planning entails a certain time lag between order and delivery; and the Community industry operates more in certain market segments than the exporting producers concerned.

A variety of "structural" actions is needed: enlarging the number of farmed species, not encouraging the construction of new production capacities for branches that are already close to market saturation, developing tools to check and inform stakeholders about production and markets, improving marketing, communication efforts, promotional campaigns and generic advertising, improving the partnership between producers and promote good management practice.
Toute une série d'actions «structurelles» sont nécessaires : augmenter le nombre d'espèces élevées, ne pas encourager la construction de nouvelles capacités de production pour des filières dont le marché est proche de la saturation, développer des instruments permettant de suivre l'évolution de la production et des marchés, et d'en informer les acteurs, améliorer la commercialisation, les efforts de communication, les campagnes promotionnelles et les publicités génériques, améliorer les partenariats entre les producteurs ainsi que promouvoir les bonnes pratiques de gestion.
