J. whereas armed gangs are attacking citizens, some of whom are accused of promoting atheism; whereas this Parliament seeks to promote and protect the principles of freedom of religion or belief in order to keep the peace between believers and between non-believers and believers; whereas, in its recommendation to the Council of 13 June 2013 on the draft EU Guidelines on the Promotion and Protection of Freedom of Religion or Belief, Parliament ‘considers that secularism . implies the rejection of any religious interference in the functioning of government and of any public interference in religious affairs’;

J. whereas the Malian crisis is manifold and cannot be reduced to an ethnic conflict; whereas, however, Tuareg resentments and aspirations for independence or greater autonomy for northern Mali were exploited by armed jihadist groups, who in early 2012 allied with, and subsequently displaced, the secular National Movement for the Liberation of Azawad (MNLA) in their rebellion; whereas these groups, in particular Ansar Dine, Al-Qaeda in the Islamic Maghreb (AQIM) and the Movement for Oneness and Jihad in West Africa (MUJAO), further benefited from the instability arising from the subsequent coup in Bamako, as well as from the wider regional instability, and fuelled by the uncontrolled arsenals in Libya; whereas the impending existential threat to the Malian state itself, combined with the systematic violations of human rights in the north, precipitated the armed interventions by French, African and UN forces to halt the atrocities and human rights violations committed by the extremist groups, to restore democracy, the rule of law and the authority of the Malian state, and to re-establish respect for human rights; whereas a preliminary peace agreement was signed on 18 June 2013 between the Malian Government and rebel forces; whereas the situation in Mali requires a response that goes beyond addressing security threats, including long-term commitment and decisive action on the part of the international community to tackle deep-rooted political, developmental and humanitarian challenges;
J. considérant que la crise malienne est multiple et qu'elle ne peut être réduite à un conflit ethnique; considérant toutefois que le mécontentement et les aspirations à l'indépendance ou à une plus grande autonomie des Touaregs du nord du Mali ont été exploités par les groupes djihadistes armés qui ont, au début de l'année 2012, fait alliance avec le Mouvement national de libération de l'Azawad (MNLA), une organisation séculière, pour intégrer celui-ci subséquemment dans leur rébellion; que ces groupes, en particulier Ansar Dine, Al-Qaida au Maghreb islamique (AQMI), et le Mouvement pour l'unicité et le djihad en Afrique de l'Ouest (MUJAO), ont également bénéficié de l'instabilité suscitée par le coup d'État perpétré ultérieurement à Bamako, ainsi que de l'instabilité régionale générale, et ont été alimentés par les arsenaux non contrôlés en Libye; que les violations systématiques des droits de l'homme dans le Nord, associées à la menace qui pesait sur l'existence même de l'État malien, ont précipité l'intervention armée des forces françaises, africaines et des Nations unies dans le but de faire cesser les exactions et les violations des droits de l'homme commises par les groupes extrémistes, et de restaurer l'autorité de l'État malien, la démocratie et l'état de droit et de rétablir le respect des droits de l'homme; considérant qu'un accord de paix préliminaire a été conclu le 18 juin 2013 entre le gouvernement du Mali et les forces rebelles; considérant que la situation au Mali requiert une réaction allant au-delà de la réponse aux menaces sur la sécurité, y compris un engagement à long terme et des mesures décisives de la part de la communauté internationale pour s'attaquer aux problèmes profondément ancrés en matière de politique, de développement et d'aide humanitaire;

– Madam President, the recent downward spiral of internecine violence between armed secular Fatah and Islamist Hamas militias in Gaza is of grave concern, as we now see the consequences of a weakened Israeli leadership post-Lebanese war and a weakened Palestinian President Abbas having to deal with the religious fundamentalists within Hamas, who won the elections last year.
