(9) In addition to strengthening EU citizens‘ sense of belonging to the Union and stimulating intercultural dialogue, a Union action for the European Heritage Label could also contribute to enhancing the value and profile of cultural heritage, to increasing the role of heritage in the economic and sustainable development of regions, in particular through cultural tourism, to fostering synergies between cultural heritage and contemporary creation and creativity, to facilitating the sharing of experiences and best practices across Europe, and more generally, to promoting the democratic values and human rights that underpin European integration.

The results of this aid have included the emergence of major multi-annual "cooperation agreements" between professionals in Europe, such as the ECHO (European Concert Hall Organisation) project: this project, which is being supported for the period 2000 2002, is devoted to contemporary music and includes the creation of an original opera composed for the occasion by the Argentinian composer Mauricio Kagel, as well as a "Rising Stars" programme for young artists: each season, each member organisation of the network (11 concert halls in eight different Member States) selects a young soloist or ensemble who then has the opportunity to perform in some of Europe's best known concert halls and Carnegie Hall in New York.

The panel of judges was chaired by the British architect, Kenneth Frampton. The other members are architects Hans Hollein (Austria), Vittorio Gregotti (Italy), François Burkhardt (France), Ricardo Bofill (Spain) and - acting as secretary - Ignasi de Sola-Morales (Spain). It shortlisted 24 designs (see annex) representating various schools and trends in the best of contemporary European architecture and then awarded the prize to the "Banco Borges e Irm###-ao" building in Vila de Conde, Portugal, designed by the Portuguese architect Alvaro Siza Viera and built between 1982 and 1986.

The panel, which had already drawn up a short-list, has now selected 24 works (see annex), which it considers representative of the various movements and trends in the best of contemporary European architecture.
