Mr. Belzile: I am not sure exactly what they are, but I understand from Colonel Fenske of the JAG office that they deal with some of the things that are currently in process, such as the training aspect and the certification of military officers to conduct trials; these things are still in the process of being implemented, because in many cases the regulations in National Defence cannot be written until the act itself has been passed into law.
