There seems to be a sense in the public sector, certainly within the federal government, of a belief in this right wing ideology that all things in the public sector are bad and all things privately run are good. There is a belief that some inherent streamlining comes into play when things go into the private sector, as if there is no waste in the private sector.

I hope that whatever comes out of the system in the future is something that addresses the fundamental safety concerns in the community and addresses public safety in the communities in a way that does allow us, from a First Nations' perspective, to incorporate our fundamental beliefs — which are treaty and Aboriginal rights, our culture, our beliefs and our traditions — in whatever the regime will be in the future.

(d) As their successful implementation will depend on this, the Guidelines should offer clarity in the definitions used and the appropriate and full protection of the right to freedom of religion or belief, in accordance with international law, in its private and public expressions, as well as in its individual, collective and institutional dimensions, including the right to believe or not to believe, the right to change one’s religion or belief, the freedom of expression, assembly and association, as well as the right of parents to educate their children according to their moral convictions – i.e. religious or non-religious; clear definitions and full protection are also required as regards the recognition of the legal personality of religious and belief-based institutions and respect for their autonomy, the right to conscientious objection, the right to asylum, the right to observe days of rest and to celebrate holidays and ceremonies in accordance with the precepts of one’s religion or belief, and the fundamental right to protection of one’s property;

In the United States, a recent Brookings Institution publication, ``Scandal Proof: Do Ethics Laws Make Government Ethical?'' attributes the power of auditing to a post-Watergate mentality whose elements include the belief that public servants are suspect; that laws must protect against all possible breakdowns of public integrity; that the only reliable protection against corrupt instincts of public servants is the law; and that a new core of regulators must be engaged to effect this regime.
