The Court's recognition that university studies constitute vocational training is very important. In February 1985 the Court had already ruled that making the payment of fees in Belgium by students from other Member States a condition of access to vocational training courses constituted an unlawful discrimination. The next step was to determine whether or not university studies constituted vocational training and to deduce from that whether it was also contrary to the Treaty to require fees of university students.
