[14] The MEDIA Programme entered into force in January 2001 and aims at strengthening the competitiveness of the European audio-visual industry with a series of measures dealing with the training of professionals, the development of production projects and companies, and the distribution and promotion of cinematographic works and audio-visual programmes.

In accordance with the Council Recommendation 98/560/EC of 24 September 1998 [9] on the development of the competitiveness of the European audio-visual and information services industry by promoting national frameworks aimed at achieving a comparable and effective level of protection of minors and human dignity, the Commission also examines the measures taken by the Member States, in particular in the area of self regulation to promote the establishment of an environment of confidence in the fight against the distribution of illegal contents as regards human dignity in audio-visual and on-line services.
Conformément à la recommandation 98/560/CE du Conseil du 24 septembre 1998 [9] concernant le développement de la compétitivité de l'industrie européenne des services audiovisuels et d'information par la promotion de cadres nationaux visant à assurer un niveau comparable et efficace de protection des mineurs et de la dignité humaine, la Commission examine aussi les mesures prises par les États membres, en particulier dans le domaine de l'autorégulation, afin de favoriser la création d'un climat de confiance dans la lutte contre la diffusion de contenus illicites portant atteinte à la dignité humaine dans les services audiovisuels et les services en ligne.

The Commission intends to monitor the efforts made on audiovisual media literacy and media literacy for commercial communication as foreseen in recital 37 of the Audio Visual Media Service Directive, notably in the framework of the Audio Visual Media Service Contact Committee and within the reporting obligation foreseen in Article 26 of the Directive.
