Following the ruling of the Court of Justice of 12 March 1987 which stated that the application of the old German Beer Purity Law to imported products was incompatible with the common market it became necessary to adopt provisions on labelling which it had been possible to do without up to then.

The other thing worth pointing out is that since that work has been done, there has been a vast amount of progress made — especially in the area of government procurement and wine and beer marketing, which were the big ticket items in terms of cost — in dismantling those barriers.
