Consultation between the French overseas departments, the ACP States and the Commission in particular is the most developed of the three strands making up the "Regional Cooperation" section of the Poseidom programme. On the other hand, the second strand, on regional trade agreements, is almost non-existent at present.
Parmi les trois volets du titre «coopération régionale » du POSEIDOM, celui de la consultation entre, d'un côté, les DOM et, de l'autre, les Etats ACP, les PTOM et surtout la Commission, est le volet le plus développé. En revanche, le deuxième volet, celui des accords commerciaux régionaux, est pour l'instant presque non-existant.

While still opposed in principle to operating aid to agriculture, the Commission decided not to raise any objection to three aids for the outermost regions; in the case of the French overseas departments and the Azores, the aid is transport-related and is intended to cover some of the additional costs of transporting local produce by sea; in the case of the Canary Islands, the aid notified concerns special economic and tax arrangements for, inter alia, agriculture and includes several types of operating aid.

One essential aspect which continues to demand special attention is that of mass unemployment, a problem which is of course linked to more general factors - e.g. the technological revolution, globalisation, demographic growth in the French overseas departments etc. - but whose repercussions, apart from in the Azores and Madeira, are particularly serious, with unemployment rates which, although slightly down (cf. Table 7), are twice and in some cases three times the Community average.
Un aspect essentiel qui doit continuer à attirer une attention spéciale est celui du chômage massif, un problème, il est vrai, lié à des facteurs plus généraux -révolution technologique, mondialisation, croissance démographique dans les DOM etc.-, mais dont les manifestations, sauf aux Açores et à Madère, sont particulièrement graves, avec des taux de chômage qui, bien qu'en léger recul (cf. tableau 7) doublent et triplent toujours la moyenne communautaire.

Without prejudice to the implementation of the measures adopted pursuant to the Treaty and to the Implementing Convention of 25 March 1957 and of those to be adopted pursuant to Article 1, the right of establishment in the French overseas departments shall be progressively extended to the companies or firms and nationals of Member States other than France, so that all discrimination may disappear not later than three years after the application of this Decision.
