During the general policy debate held last Friday, 27 September, in the Vitoria Parliament, the President of the Government of the Basque Country, Don Juan José Ibarretxe, announced the decision to promote a unilateral initiative whereby the Basque Country would become a state freely associated with Spain in the near future. As such it would have its own legal personality and independent identity in the European Union.
