1. This Directive establishes the basic safety standards for the protection of the health of workers, general public, patients and other individuals subject to medical exposure against the dangers arising from ionising radiation for the purpose of their uniform implementation by guaranteeing a uniform threshold level of protection in the Member States without barring Member States from maintaining or establishing higher basic safety standards than set out in this Directive .

This directive supplements the basic standards referred to in Article 30 of the Treaty as regards the safety of spent fuel and radioactive waste, and is without prejudice to directive 96/29/Euratom laying down basic safety standards for the protection of health of workers and the general public against the dangers arising from ionizing radiation (OJ L 159, 29.6.1996, p.1).
