(5) Article 114(2) of the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities(5) stipulates that in exceptional cases and with proper justification, it may be decided, on the basis of the specific conditions laid down in the basic instruments governing cooperation and in accordance with the appropriate authorisation procedures, to allow nationals of third countries to tender for contracts.
(5) Le règlement financier du 21 décembre 1977 applicable au budget général des Communautés européennes(5) prévoit à son article 114, paragraphe 2, que, dans des cas exceptionnels dûment justifiés, la participation de ressortissants des pays tiers aux appels d'offres peut être retenue suivant les dispositions spécifiques prévues dans les actes de base régissant le domaine de la coopération et conformément aux procédures d'autorisation appropriées.

In exceptional cases and with proper justification, it may be decided, on the basis of the specific conditions laid down in the basic instruments governing cooperation and in accordance with the appropriate authorization procedures, to allow nationals of third countries to tender for contracts financed by the Community.
