Another related possibility to improve traceability would be to expand considerably the use of catch certificates for fish that enters international trade. Two RFMOs have already adopted such schemes and the EU should promote certificates as a general tool to combat trade in IUU fish. The ultimate objective should be to develop a global catch certification scheme, while avoiding creating a non-tariff barrier to trade. It is difficult to see how countries could argue in favour of trade in IUU fish, but there were loud voices in the EU against the IUU regulation when it was first proposed.
Pour améliorer la traçabilité, une autre possibilité consisterait à élargir considérablement l'utilisation des certificats de capture pour les poissons écoulés sur le marché international. Deux ORGP ont d'ores et déjà adopté de tels programmes et l'UE devrait promouvoir les certificats comme un instrument de portée générale pour lutter contre le commerce des produits de la pêche INN. L'objectif ultime devrait être la mise en place d'un programme mondial de certification des captures, tout en évitant la création d'entraves non tarifaires aux échanges. Si l'on voit mal comment les pays pourraient militer en faveur de la commercialisation des produits de la pêche INN, il convient de rappeler que des voix se sont fortement fait entendre dans l'UE contre le règlement INN lorsque celui-ci a été initialement proposé.
