Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The Commission will develop in a recommendation anti-match fixing measures applicable across Member States and sport disciplines in cooperation with stakeholders with a view to 1) promote a more efficient exchange of good practices in the prevention of betting related match-fixing, including initiatives on awareness raising and training for actors in the field of sports, 2) ensure mutual reporting and follow-up actions of suspicious activities by sport bodies, operators and regulators, including gathering reliable figures on the scale of the problem, 3) establish minimum conflict of interest provisions, for example betting bans for sport people and sport officials as well as the exclusion of youth events from betting, and 4) introduce hotlines and other reporting or whistle-blowing alert mechanisms.

(8) In determining whether there should be a discretionary publication ban, a Review Board must consider the following factors: the right to a fair and public hearing; any real and substantial risk of significant harm to the victim or witness if their identity were disclosed; whether the order is necessary for the security of the victim or witness or to protect them from intimidation or retaliation; society’s interest in encouraging the reporting of offences and the participation of victims and witnesses in the criminal justice process; any effective alternatives to protect identity; any salutary or deleterious effects of a publication ban; the impact of a publication ban on freedom of expression of those affected by it; and any other relevant factor.

This proposal was submitted to the Scientific Steering Committee (SSC), which reported on the proposal on 9 December 1997, 23 January 1998 and, in the form of a final report on a revised proposal, on 20 February 1998. The SSC recommended amongst others that the date-based export scheme should be combined with the compulsory slaughter of offspring of BSE-cases, that the scheme should be limited to deboned meat of cattle between 6 and 30 months of age and that evidence should be provided that the dam survived 6 months after the birth of the animal from which the products are derived. It also recommended that the ultimate acceptability of the programme should depend on documentation on effective implementation and monitoring of the feed ban, the selective cull and tracing and identification systems of animals and products thereof.

With regard to banning smoking in places open to the public, the Council and the Ministers adopted the following conclusions: THE COUNCIL AND MINISTERS FOR HEALTH, MEETING WITHIN THE COUNCIL, NOTE with interest the interim report from the Commission on the response to their Resolution of 18 July 1989 on the banning of smoking in places open to the public (1)OJ and in particular the remarks made in the report by the Commission itself; REITERATE that the Member States are invited to inform the Commission every two years on a common basis of the measures they take in this area; CONSIDER that a systematic assessment at Community level of the measures taken would make it possible to take full advantage of the experience acquired and to draw appropriate lessons and guidelines for the future; ENCOURAGE the Commission, in collaboration with the Member States, to include such an assessment in its next report.
