Under the terms of the deal, the EU will gradually cut its tariffs on Latin American banana exports, until they are reduced to the level of EUR 114/t.

1. Welcomes the Commission's initiative aimed at giving unrestricted access for all LDC products except arms and munitions to EU markets; recognises in addition that the EU has to give appropriate consideration to the legitimate expectation of the ACP countries on the basis of the Cotonou agreement, whilst also recognising that the current Cotonou agreement excludes the non-ACP countries where the majority of the poorest people live; deplores, however, the fact that the full liberalisation of trade in sugar, rice and bananas, which are very important export products for many LDCs, will not be implemented until 2009; hopes that further trade and development and cooperation measures will be adopted;

Nonetheless, we have just experienced the incredibly embarrassing fact that, in the ‘Everything but Arms’ agreement, the EU has postponed free access for sugar right up until the year 2009 and that it has also postponed opening its markets for rice and bananas, in short the most important export goods from the world’s 48 poorest countries.
Il n'en est pas moins vrai que nous avons malheureusement pu constater que, lorsque l'accord ne concerne pas les armements, l'UE ajourne le libre accès au sucre jusqu'en 2009 et qu'elle a également décidé d'ajourner l'ouverture de ses marchés au riz et aux bananes, c'est-à-dire aux principaux produits d'exportation des 48 pays les plus pauvres du monde.
