39. Commends Montenegro for its commitment and constructive role in contributing to regional stability and strengthening good neighbourly relations with other Western Balkan countries; notes with satisfaction Montenegro's proactive participation in various regional initiatives in South-Eastern Europe; underlines in particular Montenegro's dedication to the signing of extradition agreements with Croatia, the former Yugoslav Republic of Macedonia and Serbia, by concluding cooperation agreements with financial intelligence services of other countries and by joining, on 7 November 2011, the declaration of the foreign ministers of Serbia, Montenegro, Croatia and Bosnia and Herzegovina aimed at finding solutions to the refugee issue in the region;

By taking responsibility for following through the ratification process of the Lisbon Treaty, by directing the efforts being made by the 27 Member States to meet the challenges Europe has to face in terms of energy and climate change, growth and employment, by continuing the integration process of the Western Balkans, by contributing through your initiatives to the European Year of Intercultural Dialogue, which will provide the chance to reaffirm the values of openness, tolerance and dialogue that are at the heart of the European project, the Slovenian Presidency is showing that the countries that have joined the EU since 2004 are now familiar not only with the EU’s institutional affairs, but also with its internal functioning and the way Europe asserts its interests at international level.
En prenant la responsabilité d'accompagner le processus de ratification du traité de Lisbonne, en dirigeant les travaux des 27 afin de répondre aux défis auxquels doit faire face l'Europe en matière énergétique et climatique de croissance et d'emploi, en poursuivant le processus d'intégration des Balkans occidentaux, en contribuant par vos initiatives à l'Année européenne du dialogue interculturel, qui sera l'occasion de réaffirmer les valeurs d'ouverture, de tolérance et de dialogue qui sont au cœur du projet européen, la présidence slovène montre que les pays qui ont rejoint l'Union depuis 2004 sont familiarisés non seulement avec les affaires institutionnelles de l'Union, mais aussi avec son fonctionnement interne et la manière dont l'Europe fait valoir ses intérêts au niveau international.
