TRADUCTIONS EN CONTEXTE

In line with the conclusions of the Luxembourg European Council of December 1997 and of the Thessaloniki European Council of June 2003, candidate countries and the Western Balkan countries involved in the Stabilisation and Association Process, as well as countries to which the European Neighbourhood Policy applies, should be eligible to participate in Union programmes, in accordance with the conditions laid down in the relevant bilateral or multilateral agreements concluded with those countries.
Conformément aux conclusions des Conseils européens de Luxembourg de décembre 1997 et de Thessalonique de juin 2003, les pays candidats et les pays des Balkans occidentaux impliqués dans le processus de stabilisation et d'association ainsi que les pays auxquels s'applique la politique européenne de voisinage devraient pouvoir participer aux programmes de l'Union, dans les conditions établies dans les accords bilatéraux ou multilatéraux applicables conclus avec ces pays.

Ongoing negotiations should be completed and new negotiating mandates be adopted, starting with the Western Balkan countries and, as soon as possible, with selected Neighbourhood countries.

The European Council of 19 and 20 June 2003 adopted the ‘Thessaloniki Agenda for the Western Balkans: Moving towards European integration’, which invited the Western Balkan countries to participate in Community programmes and agencies; therefore, the Western Balkans countries should be recognised as potential participants in Community programmes.

All the Western Balkan countries can therefore be considered as potential candidate countries; however, a clear distinction should be made between candidate countries and potential candidate countries.
