Upon leaving the cabinet, he suddenly discovered after nine years, as part of the government, there was a democratic deficit in the country, that members of Parliament did not have enough power, that the backbench was suffering from an emasculation, that backbenchers were unable to participate in such a way that they could have input into decision making and that they were not empowered in the House of Commons or in committees.
