(Motion agreed to) Mr. Speaker, I would like to seek unanimous consent from the House for the following motion, that, notwithstanding any Standing Order or usual practice of the House, clauses 299 to 302 related to the temporary foreign worker program be removed from Bill C-31, an act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, and do compose Bill C-33, an act to implement administrative monetary penalties for the temporary foreign worker program; that Bill-33 be deemed read a first time and be printed, deemed read a second time and referred to a committee of the whole, deemed reported back without amendment, deemed concurred in at report stage, and deemed read a third time and passed; that Bill C-31 retain the status on the order paper that it had prior to the adoption of the order; that Bill C-31 be reprinted as amended; and that the law clerk and the parliamentary counsel be authorized to make any technical changes or corrections as may be necessary to give effect to this motion.

I move: That, notwithstanding any Standing Order or usual practice of the House, Bill S-5, An Act to amend the law governing financial institutions and to provide for related and consequential matters, shall be disposed of as follows: not more than one further sitting day shall be allotted to the second reading stage of the bill and at the end of government orders on the day allotted, the bill shall be deemed read the second time and referred to the Standing Committee on Finance, and if the bill has not been reported back to the House by Wednesday, March 28, 2012, during routine proceedings, it shall be deemed reported back without amendment; when the order for consideration of the report stage of the bill is called, the bill shall be deemed concurred in at report stage without amendment, and a motion for third reading may be made immediately, and not more than one sitting day shall be allotted to the third reading stage of the bill provided that the motion for third reading shall not be subject to amendment, and at the end of government orders on that day or when no further member rises to speak, the bill shall be deemed read a third time and passed.

The opposition had almost a month to offer up amendments but reported the bill back without amendments.

Following the Parliament's approval of the Commission's proposal without amendment in First Reading, the Council adopted a Common Position which adds further provisions to reflect changes to the International Standards (SI) system and to provide for a Commission report-back on developments in relation to Directive 80/181/EEC, in particular as concerns the smooth functioning of the internal market and international trade, ten years after the entry into force of this amending directive.

Ladies and gentlemen, let me say in conclusion that I think the compromise text we have achieved with the Council is an important one if it is approved without amendments, which would send us back to square one and considerably delay measures to protect the environment and public health.
