We are only three years into that 25-year plan, and already we have had to back up transportation projects and build them over much longer timeframes because we don't have the funding we need in order to move forward with this plan.

(2) Progress is rapidly needed on key pending proposals before Council and the European Parliament in order to identify the priorities for Trans-European Transport Networks, mainly rail projects, to maximise the impact of TENs funding for transport, energy and new communications services, to provide greater certainty for investment in transport projects, to make the regulatory framework for public procurement compatible with the needs of complex infrastructure projects such as TENs and to complete and improve the regulatory framework in other ways that will encourage RD and innovation by making them more rewarding for the private sector.

This agreement would, in particular, cover the following aspects: - preparations for the liberalization of trade under the planned interregional association; - threefold support for Mercosur's integration: trade (harmonization of nomenclatures, origin rules etc.); economic (technical assistance for the establishment of a single market etc.); regional (technical, industrial and financial backing for major regional transport projects, energy, etc.); - a stepping-up of ministerial-level dialogue and consultation between the Union and Mercosur on political and cooperation issues of common interest.

APBC’s Chairman Rafael Barra added that “this EIB loan represents more than just financial backing for the project”, stressing that the Bank’s due diligence ensured the terminal’s economic viability and future profitability. He said that the construction of the new container terminal constituted the culmination of the Port of Cadiz’s Development Plan launched in 2000, which was based on the specialisation of docks and reorganisation of traffic: “this project, which will come to fruition thanks to the support of the EIB and EU funds, represents a turning point for the port of Cadiz”.
