The Directive forms part of the second action programme of the European Communities on health and safety at the workplace. The Commission is recommended a ban, subject to certain exceptions and opportunities for national exemptions, on the production and utilization of z-naphtylamine and its salts, principally used in the manufacture of dyes and anti-oxidants, which is present in 1-naphtylamine, used in the preparation of a large number of compounds and dyes, pesticides and antioxidants in particular; 4-aminobiphenyl and its salts, used as a highly efficient rubber antioxidant; benzidine and its salts, and 4- nitrodiphenyl, substances related to the latter.
La directive s'inscrit dans le cadre du deuxieme programme d'action des Communautes europeennes en matiere de securite et de sante sur le lieu du travail./.- 2 - La Commission preconise l'interdiction, sous reserve de certaines exceptions et possibilites de derogation nationale, de la production et de l'utilisation de la 2-naphtylamine et ses sels, utilisee principalement dans la fabrication de colorants et d'anti-oxidants, et qui est presente dans la 1-naphthylamine, utilisee dans la preparation d'un grand nombre de composes et notamment de colorants, de pesticides et d'anti-oxidants; le 4-amino-biphenyle et ses sels, utilise en tant qu'inhibiteur extremement puissant de l'oxydation du caoutchouc; la benzidine et ses sels et le 4-nitrodiphenyle, substances apparentees a la derniere.

3. Health and safety provisions In this chapter the Commission report deals with dangerous substances such as benzene, mercury, silica, zinc, naphtylamine and lead, and ionizing radiation.

During its previous meeting, in December 1987, the Coucil had already reached a joint position on the directive proscribing four groups of carcinogenic substances - 2-naphtylamine, 4-aminodiphenil, benzidine and 4-nitrodiphenyl. The European Parliament has since approved the joint position.
