(13) The Commission has drafted its proposal for a Directive, in accordance with its Communication of 20 May 1998 "Adapting and promoting the social dialogue at Community level", taking into account the representative status of the signatory parties and the legality of each clause of the Agreement. The signatory parties together have a sufficiently representative status for flying personnel employed by an undertaking which operates transport services for passengers or goods in civil aviation.

For these purposes, the Commission is proposing that the organisation should be empowered : - to draft and adopt binding rules with regard to safety of civil aviation (particularly as regards the design, manufacture, operation and maintenance of aircraft, as well as the persons and the bodies involved in these tasks); - to cooperate with contracting parties to ensure uniform application of the common rules; - to conduct, directly or through competent bodies, the technical inspections required to check conformity with the common rules, issue the appropriate certificates and to guarantee the regular follow-up of the level of aviation safety; - to establish the necessary international relations within its field of competence, including concluding with foreign aviation authorities the agreements necessary for the harmonisation of aviation safety rules as well as developing cooperation with a view to promoting the use of the European rules applicable in this area.

The purpose of these negotiations is to conclude an agreement establishing an International Organisation, to be known as the European Aviation Safety Authority (EASA), with the objectives of primarily establishing a high uniform level of safety in Europe, by the formulation, approval, and uniform application of all necessary aviation safety regulations, and its promotion throughout the world.
