Calls on the Commission to use all the tools at its disposal to foster a more coordinated approach vis-à-vis developed countries in order to promote greater reciprocity in tax matters, in particular with regard to the exchange of information with the United States of America following the entry into force of the Foreign Account Tax Compliance Act; calls also on the Commission, against the background of the agreement of 27 May 2015 between the EU and Switzerland on the automatic exchange of financial account information, to monitor carefully, with a view to preserving the single market, the agreed phasing out of some harmful tax practices in Switzerland, in line with BEPS guidelines, and that no new harmful tax measures are introduced in the future; calls on the Commission in its ongoing negotiations with Switzerland to suggest the introduction of controlled foreign companies rules in Swiss law; insists that the Commission must ensure that Switzerland follows the EU approach on taxation and report to Parliament;
154. demande à la Commission d’utiliser tous les instruments à sa disposition pour favoriser une approche plus coordonnée à l'égard des pays développés afin de promouvoir une réciprocité accrue en matière fiscale, notamment au niveau de l’échange d’informations avec les États-Unis d’Amérique suite à l’entrée en vigueur de la loi sur la conformité fiscale des comptes étrangers; demande également à la Commission, dans le cadre de l'accord du 27 mai 2015 entre l'Union européenne et la Suisse relatif à l'échange automatique de renseignements relatifs aux comptes financiers, de surveiller de très près, afin de préserver le marché unique, la suppression progressive prévue de certaines pratiques fiscales dommageables utilisées en Suisse, conformément aux lignes directrices du plan d'action BEPS, ainsi que la non-introduction à l'avenir d'autres mesures fiscales dommageables; invite la Commission, lors des négociations en cours avec la Suisse, à suggérer l'introduction de dispositions sur les entreprises sous contrôle étranger en droit suisse; insiste pour que la Commission s'assure que la Suisse suit l'approche de l'Union en matière fiscale et en fasse rapport au Parlement;

Notes, in particular, that according to the World Bank the illegal component of this capital flight amounts to 1 000 to 1 600 billion USD each year, half of which comes from developing countries; supports the international efforts made to freeze and recover stolen assets and asks those Member States that have not done so to ratify the United Nations Convention against corruption; deplores the fact that similar efforts are not being made to combat tax evasion and calls upon the Commission and Member States to promote the global extension of the principle of the automatic exchange of tax information, to ask that the Code of Conduct on tax evasion currently being drawn up at the United Nations Economic and Social Council (UN ECOSOC) be annexed to the Doha declaration and to support the transformation of the UN Committee of Experts on International Cooperation in Tax Matters into a genuine intergovernmental body equipped with additional resources to conduct the international fight against tax evasion alongside the OECD;
26. relève en particulier que la part illicite de cette fuite des capitaux représente chaque année 1 000 à 1 600 000 000 000 USD par an selon la Banque mondiale, dont la moitié provient des pays en développement; encourage les efforts internationaux entamés pour le gel et la restitution des avoirs détournés et invite les États membres qui ne l'auraient pas fait à ratifier la convention des Nations unies contre la corruption; déplore que de tels efforts ne soient pas déployés à l'encontre de l'évasion fiscale et invite la Commission et les États membres à promouvoir l'extension au niveau mondial du principe d'échange automatique en matière fiscale, à demander que le code de conduite contre l'évasion fiscale en cours d'élaboration au Conseil économique et social des Nations unies (ECOSOC) soit annexé à la déclaration de Doha et à soutenir la transformation du Comité d'experts de la coopération internationale en matière fiscale des Nations unies en un véritable organe intergouvernemental, doté de moyens renforcés, chargé de la lutte internationale contre l'évasion fiscale en complément de l'OCDE;

38. Recalls its resolution of 19 June 2003, which calls for an intensified dialogue with the United States in order to improve mutual understanding and create a positive environment for political consultations and negotiations on all outstanding economic agreements; takes the view that, in a global framework, cooperation between the EU and the US is a precondition for global stability and that unilateralism of any of the sides automatically leads to instability affecting all regions;
38. rappelle sa résolution du 19 juin 2003 qui appelle à intensifier le dialogue avec les États-Unis afin d'améliorer la compréhension mutuelle et de créer un environnement positif pour des consultations politiques et des négociations sur tous les accords économiques en suspens; est d'avis que globalement, la coopération entre l'Union européenne et les États-Unis est la condition de la stabilité planétaire et qu'un unilatéralisme de quelque côté que ce soit conduit immanquablement à une instabilité affectant toutes les régions;
