Whereas Directive 2010/78/EU of the European Parliament and of the Council of 24 November 2010 in respect of the powers of the European Supervisory Authority (European Banking Authority), the European Supervisory Authority (European Insurance and Occupational Pensions Authority) and the European Supervisory Authority (European Securities and Markets Authority) has identified a first set of such areas, this Directive should identify a further set of areas, in particular for Directives 2002/92/EC, 2003/71/EC and Directive 2009/138/EC, and Regulation 1060/2009. Directive 2003/41/EC, for which the Commission should put forward a proposal for revision before the end of 2012, should not be covered by this Directive.

Acts under Articles 10 to 15, 17, 18 or 19 of this Regulation in relation to the application of Directive 2002/87/EC and of any other Union acts referred to in Article 1(2) that also fall within the area of competence of the European Supervisory Authority (European Banking Authority) or the European Supervisory Authority (European Securities and Markets Authority) shall be adopted, in parallel, by the Authority, the European Supervisory Authority (European Banking Authority), and the European Supervisory Authority (European Securities and Market Authority), as appropriate.

In addition to the European Supervisory Authority (European Banking Authority) (hereinafter ‘the Authority’), a European Supervisory Authority (European Insurance and Occupational Pensions Authority) and a European Supervisory Authority (European Securities and Markets Authority) as well as a Joint Committee of the European Supervisory Authorities (hereinafter ‘the Joint Committee’) should be established.
Outre l’Autorité européenne de surveillance (Autorité bancaire européenne) (ci-après dénommée «Autorité»), il convient d’instituer une Autorité européenne de surveillance (Autorité européenne des assurances et des pensions professionnelles) et une Autorité européenne de surveillance (Autorité européenne des marchés financiers), ainsi qu’un comité mixte des autorités européennes de surveillance (ci-après dénommé «comité mixte»).

3. Underlines that the provisions of point 47 of the IIA should be applied for the setting-up of the European Supervisory Authority (European Banking Authority); stresses that, should the legislative authority decide in favour of setting up the European Supervisory Authority (European Banking Authority), Parliament will enter into negotiations with the other arm of the budgetary authority with a view to coming to a timely agreement on the financing of the Authority in line with the relevant provisions of the IIA;
3. souligne que les dispositions du point 47 de l'AII devraient s'appliquer à la création de l'Autorité européenne de surveillance (Autorité bancaire européenne); souligne que, si la décision de l'autorité législative va dans le sens de la création de cette Autorité européenne de surveillance (Autorité bancaire européenne), le Parlement engagera des négociations avec l'autre branche de l'autorité budgétaire afin de parvenir en temps utile à un accord sur le financement de l'Autorité européenne de surveillance (Autorité bancaire européenne) conformément aux dispositions pertinentes de l'AII;
