21. Recalls the commitments made by the Government of Afghanistan at the International Afghanistan Conferences in Kabul and Tokyo to strengthen and improve Afghanistan’s electoral process, including through long-term electoral reform, in order to ensure that future elections meet international standards; welcomes the announcement of the date for the 2014 presidential and provincial council elections, along with Afghanistan’s preparations for those elections; stresses the need to mobilise participation, which may depend on the security situation, especially in the southern and eastern provinces; reminds the Afghan authorities of the need for oversight by national and international observers of the national electoral roll and the organisation and monitoring of the voting process in the forthcoming elections; calls for the EU to provide support, at the request of the Afghan authorities, for the organisation of the forthcoming elections;

Emphasises that the effectiveness of aid to Afghanistan can only be improved if there is a radical change of approach to the problem of corruption, which has blighted the country since 2001, from the highest to the lowest level of the administration; emphasises that the corruption at the top, which was implicitly accepted in the years immediately after 2001, is now in the eyes of the Afghan people almost irreversibly undermining the authority of the institutions established by the Afghan constitution; stresses, therefore, the urgent and absolute need to break with this acceptance of corruption and to take steps to ensure that the Afghan judicial system and the Afghan Court of Auditors can vigorously address this major problem and rely on the European Union as a strong, credible and firm ally that will take the lead in combating this challenge that is crucial to the future of the country;

Welcomes President Karzai’s objective that, by the end of 2014, only the Afghan National Security Forces should lead and conduct military operations in all provinces, as well as the Afghan Government’s commitment to a phased exercise of full authority over its own security;
se félicite de la volonté affichée par le président Karzaï de confier, d'ici à la fin de 2014, aux seules forces armées nationales afghanes la direction et la conduite des opérations militaires dans toutes les provinces, ainsi que de l'engagement pris par le gouvernement afghan d'assurer progressivement par lui-même la pleine maîtrise de sa sécurité;

Believes that women’s rights are part of the security solution and that it is impossible to achieve stability in Afghanistan without women enjoying their full rights in political, social and economic life; calls, therefore, on the Afghan authorities and the representatives of the international community to include women in every stage of the peace talks and reconciliation/reintegration efforts, in accordance with UNSC Resolution 1325; calls for special protection to be provided for women who are publicly or politically active and therefore endangered by fundamentalists; points out that progress in the peace talks may not, under any circumstances, involve any loss of the rights acquired by women in recent years; calls on the Afghan Government to improve the protection of women’s rights by amending existing legislation, such as the criminal code, to avoid discriminatory practices;

Therefore, on the basis of the common criteria, it is assessed that Ariana Afghan does not meet the relevant safety standards for all the aircraft it operates, with the exception of A310 registration number F-GYYY which is registered in France and subject to the oversight of the French authorities.

The competent authorities of Afghanistan, where the aircraft used by Ariana Afghan Airlines is registered, have not exercised a fully adequate oversight of the aircraft used by this carrier in accordance with their obligations under the Chicago Convention.

Ariana Afghan Airlines did not respond adequately and timely to an enquiry by the civil aviation authority of Germany regarding the safety aspect of its operation showing a lack of communication, as demonstrated by the absence of adequate response to correspondence from this Member State.
Ariana Afghan Airlines n’a pas donné de réponse adéquate et rapide à la suite d'une enquête menée par l’autorité de l’aviation civile de l’Allemagne concernant la sécurité de son exploitation, et a ainsi fait preuve d’un manque de communication, attesté par l’absence de réponse adéquate aux lettres envoyées par cet État membre.

– (IT) Both as representative of the Pensioners’ Party and on my own behalf, I have been wondering why it is that we can combat terrorism after the massacre in New York by pursuing Afghan terrorists but we cannot do the same thing in the Middle East, in Israel, where the Palestinian suicide bombs have done just as much damage much more often? As representative of the Pensioners’ Party and on my own behalf, I wondered why it is that, if Yasser Arafat does not have the authority to stop the terrorists, he does not resign as President of the Palestinian Authority. Lastly, why do we not speed up Israel’s application to join the European Union? I therefore voted against the resolution.
- (IT) En tant que représentant du parti des retraités et porte-parole de mes idées personnelles, je me suis demandé : "Mais pourquoi peut-on lutter après la tragédie survenue à New York contre le terrorisme, contre les terroristes afghans, et pas au Proche-Orient, en Israël, là où les bombes humaines palestiniennes commettent cent fois plus d'attentats ?" En tant que représentant du parti des retraités et de moi-même, je me suis demandé : "Pourquoi Arafat, s'il n'a pas le pouvoir de bloquer les terroristes, ne démissionne-t-il pas de la présidence de l'Autorité palestinienne ?" Et enfin : "Pourquoi n'accélérons-nous pas la candidature d'Israël à l'Union européenne ?" C'est pourquoi j'ai voté contre cette résolution.
