Repeats its call on the Commission to review and amend the Audiovisual Media Services Directive (AVMSD) and extend its scope to minimum standards for the respect, protection and promotion of the fundamental right to freedom of expression and information, media freedom and pluralism, and to ensure the full application of the Charter of Fundamental Rights, of the ECHR and of the related jurisprudence on positive obligations in the field of media, since the directive’s objective is to create an area without internal frontiers for audiovisual media services whilst ensuring at the same time a high level of protection of objectives of general interest, such as putting in place an appropriate legislative and administrative framework to guarantee effective pluralism‘; consequently, calls on the Commission to review and amend the AVMSD in order to ensure - as happens for and on the basis of the model of regulatory authorities in the framework of electronic communications - that the national regulatory authorities are fully independent, impartial and transparent as regards their decision-making processes, the exercise of their duties and powers and the monitoring process, effectively funded to carry out their activities, and have appropriate sanctioning powers to ensure that their decisions are implemented; in the framework of this review, calls on the Commission to institutionalise EU-level cooperation and coordination on the media, for instance by establishing a European regulators’ group for audiovisual media services, and to streamline and strengthen the status and role of the national regulatory authorities provided for in Articles 29 and 30 of the AVMSD;
34. demande à nouveau à la Commission de réexaminer et de modifier la directive "Services de médias audiovisuels" et d'élargir sa portée de façon à inclure des normes minimales pour le respect, la protection et la promotion du droit fondamental à la liberté d'expression et d'information, la liberté et le pluralisme des médias, et d'appliquer pleinement la Charte des droits fondamentaux, la jurisprudence de la CEDH et la jurisprudence relative aux obligations positives dans le domaine des médias, l'objectif de cette directive étant de créer un espace sans frontières intérieures pour les services de médias audiovisuels tout en garantissant un degré élevé de protection de l'intérêt général, puisque la jurisprudence relève l'"obligation positive" des autorités de "mettre en place un cadre législatif et administratif approprié pour garantir un pluralisme effectif"; demande par conséquent à la Commission de réexaminer et de modifier la directive "Services de médias audiovisuels" de façon à faire en sorte que les autorités nationales de régulation, comme dans le cas et sur la base du modèle des autorités de régulation dans le cadre des communications électroniques, soient totalement indépendantes, impartiales et transparentes en ce qui concerne leurs processus décisionnels, l'exercice de leurs attributions et pouvoirs et la procédure de contrôle, à ce qu'elles disposent d'un financement adéquat pour accomplir leur mission et à ce qu'elles disposent de pouvoirs de sanction appropriés pour assurer la mise en œuvre de leurs décisions; dans le cadre de cette révision, invite la Commission à institutionnaliser la coopération et la coordination au niveau de l'Union dans le domaine des médias, en instaurant par exemple un groupe de régulateurs européens pour les services de médias audiovisuels, et à harmoniser et renforcer le statut et le rôle des autorités nationales de régulation visées aux articles 29 et 30 de la directive "Services de médias audiovisuels";

Proposes that the military representatives should withdraw from civilian bodies such as the high councils on education and the audiovisual media, in order to ensure that these institutions are fully independent; urges the Turkish authorities to establish full Parliamentary control over the military budget as a part of the national budget;

(24) Whereas the harmonization of legislation envisaged in this Directive entails the harmonization of the provisions ensuring a high level of protection of authors, performers, phonogram producers and broadcasting organizations; whereas this harmonization should not allow a broadcasting organization to take advantage of differences in levels of protection by relocating activities, to the detriment of audiovisual productions;
