The Union has acceded to the following instruments, establishing regional organisations, whose activities are also covered by the Agency’s objectives: the Convention on the Protection of the Marine Environment of the Baltic Sea Area (Helsinki Convention as revised in 1992) ; the Convention for the Protection of the Mediterranean Sea against Pollution (Barcelona Convention) , and its 1995 revision and to a number of protocols thereto; the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances (Bonn Agreement) ; the Convention for the protection of the marine environment of the North-East Atlantic (OSPAR Convention) ; the Cooperation Agreement for the protection of the coasts and waters of the north-east Atlantic against pollution, signed on 17 October 1990 (Lisbon Agreement) , with the Additional Protocol thereto, signed on 20 May 2008, which have not yet entered into force .

Recalls that Article 349 TFEU recognises the need to take account of the specificities of the Union’s outermost regions, which are located mainly in the Atlantic region and are characterised by their insularity and remoteness; calls on the Commission to recognise in its Atlantic Strategy the great importance of air and sea transport for the economic, social and territorial cohesion of the outermost regions;

Regrets that the proposal for the reform of the Common Fisheries Policy does not take sufficient account of the situation of the ORs; draws attention to the marine dimension of the ORs and the importance of the fishing sector in regional development policy and jobs for local populations in view of their Exclusive Economic Zone, the potential of which should be reflected in concrete and coherent measures for a genuine marine economy and duly taken into account in the integrated European maritime policy programme; recalls the growing economic interest in the immense biogenetic and mineral wealth of the ocean depths in the outermost regions, which must be included in the ‘Renewed Strategy for the ORs’ with the aim of developing a knowledge economy based on the sea; considers in this connection that the ORs must be at the heart of EU maritime policy, emphasising the role they could play in the sustainable use of the sea and coastal regions as well as in international maritime governance, and that the Atlantic ORs should be able to participate in the Atlantic Strategy currently being developed;
17. regrette que la proposition de réforme de la politique commune de la pêche ne tienne pas suffisamment compte de la situation et des réalités des RUP; insiste sur la dimension maritime des RUP et l'importance de l'activité de la pêche dans l'aménagement du territoire et pour l'emploi des populations locales, vu la zone économique exclusive de ces régions, dont le potentiel devra se traduire par des mesures concrètes et cohérentes pour une véritable économie maritime et qu'il conviendra de prendre dûment en considération dans le programme de la politique maritime intégrée européenne; rappelle l'intérêt économique croissant suscité par l'immense richesse biogénétique et minérale des fonds marins des RUP et l'importance d'en tenir compte dans la «nouvelle stratégie européenne pour les RUP», afin d'assurer le développement d'une économie de la connaissance fondée sur la mer; soutient dans ce contexte que les RUP doivent être au cœur de la politique maritime de l'Union, en insistant sur leur rôle en matière d'exploitation durable de la mer et des zones côtières, ainsi qu'en termes de gouvernance maritime internationale et que les RUP atlantiques ont vocation à faire partie de la stratégie atlantique en cours d'élaboration;

(2) The ICCAT Convention provides a framework for regional cooperation in the conservation and management of tuna stocks and tuna-like species in the Atlantic Ocean and adjacent seas through the establishment of an International Commission for the Conservation of Atlantic Tunas, hereinafter called the "ICCAT", and the adoption by the latter of conservation measures which become binding on the contracting parties.
