Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. In adolescence, the overactivity tends to be replaced by underactivity (a pattern that is not usual in hyperkinetic children with normal intelligence). This syndrome is also often associated with a variety of developmental delays, either specific or global. The extent to which the behavioural pattern is a function of low IQ or of organic brain damage is not known.

6.2. Business culture, the formation of associations, and training Cooperation will aim to: - strengthen entrepreneurial association-forming and the forms of collaboration between European associations and those in Mediterranean countries; - inform European business of opportunities for cooperating with operators in Mediterranean countries in order to reinforce industrial interaction; - devise programmes to generate a new entrepreneurship by stimulating the capacities of corporate management and staff; - update management and staff training methods with specific reference to international markets, technological development and the supply of specialized services; - start training courses for the managers of associations, designed to upgrade the services offered to business; - disseminate managerial training experiences, by means which include intensifying the links between business, universities and European and international training centres.
6.2. Culture d'entreprise, associationnisme et formation La coopération tendra à : - renforcer l'associationnisme entrepreneurial et les formes de collaboration entre les associations européennes et celles des pays méditerranéens ; - s'occuper de l'information du milieu entrepreneurial européen pour ce qui est des occasions de coopération avec les opérateurs des pays méditerranéens, afin de renforcer les interactions industrielles ; - prévoir des programmes destinés à susciter la naissance d'un nouvel entreprenariat, en stimulant tant les capacités des cadres que celles du personnel des entreprises ; - moderniser les méthodes de formation des cadres et du personnel en prêtant spécialement attention aux marchés internationaux, au développement technologique et à la fourniture de services qualifiés ; - activer des cours de formation pour les cadres des associations, destinés à qualifier les services offerts aux entreprises ; - diffuser les expériences de formation managériale, y compris par l'intensification des relations entre les entreprises, les universités et les centres de formation européens et internationaux.
