Reaffirms that the European Parliament must supervise these aspects more closely; calls, therefore, on the Council and Commission to involve the European Parliament at every stage in the negotiation, conclusion, application and suspension of international agreements with third countries, including the process of defining the negotiating mandate for new agreements (in particular as regards the promotion of human rights), in dialogue within association councils or any other equivalent political body responsible for overseeing an agreement (as regards the honouring of commitments relating to democratisation), and in the process of deciding whether to launch consultation or suspend an agreement;

Calls on the Council therefore to ensure that all Member States rigorously apply existing restrictive measures, including the arms embargo and the travel ban, and further calls on the Council to expand the scope of the sanctions and to further enlarge the list of individuals – which currently stands at 130 – so that it encompasses much more of Mugabe's power structure, including government ministers, deputies and governors, military, CIO (Central Intelligence Organisation) and police personnel, the Governor of the Reserve Bank of Zimbabwe and Zanu-PF members, supporters and workers, in addition to their family members, and businessmen and other prominent individuals associated with Zanu-PF;

Council Directive 1999/63/EC of 21 June 1999 concerning the Agreement on the organisation of working time of seafarers concluded by the European Community Shipowners’ Association (ECSA) and the Federation of Transport Workers’ Unions in the European Union (FST) (3) containing the European Agreement on the organisation of working time of seafarers in its Annex should therefore be amended accordingly.

3. Calls, therefore, on the Council and the Commission to hold as soon as possible an Association Council meeting focusing, as a matter of priority, on the human rights situation in Tunisia in order to draw appropriate conclusions from the serious and repeated violations of the association agreement's human rights clause; calls, in this connection, on the Council to establish with the partner country a specific timetable laying down the measures to be taken to guarantee full respect for fundamental freedoms and, in particular, freedom of information and association;

14. Welcomes the invitation to the FRY to benefit from the CARDS programme and the activities of the European Agency for Reconstruction and to participate in the stabilisation and association process launched at the Cologne European Council; therefore expects the FRY to play a full and active part in regional cooperation in the Balkans, including the Dayton process, with regard, in particular, to cooperation with the International War Crimes Tribunal on former Yugoslavia;

Whereas the conditions of the special arrangements for imports of olive oil from Turkey provided for in Decision No 1/98 of the EC-Turkey Association Council make no provision for reductions in the customs duty to be subject to the application in Turkey of any special export charge; whereas Commission Regulation (EC) No 151/98 (6) should therefore be repealed;

Whereas Council Decision No 1/97 of the Association Council, association between the European Communities and their Member States, of the one part and of Romania of the other part (3), amends Protocol 4 to the Europe Agreement with effect from 31 January 1997; whereas the new Protocol lays down that the proof of origin of products imported into the Community may be established by a declaration by the exporter under certain conditions as well as by the submission of the EUR.1 certificate; whereas, therefore, Commission Regulation (EEC) No 1588/94 (4), as last amended by Regulation (EC) No 2499/96 (5), should be amended as regards the rules on the release for free circulation of products imported from Romania;
considérant que, par la décision n° 1/97 du Conseil d'association entre les Communautés européennes et leurs États membres d'une part et la Roumanie d'autre part (3), le protocole n° 4 de l'accord européen a été modifié avec effet à partir du 31 janvier 1997; que le nouveau protocole prévoit que la preuve de l'origine des produits importés dans la Communauté peut être établie par une déclaration de la part de l'exportateur dans certaines conditions ainsi que par la présentation du certificat EUR. 1; que, par conséquent, il y a lieu d'adapter le règlement (CEE) n° 1588/94 de la Commission (4), modifié en dernier lieu par le règlement (CE) n° 2499/96 (5), en ce qui concerne les dispositions sur la mise en libre pratique des produits importés de Roumanie;
