It commends the substantial efforts made by Serbia and Montenegro, encourages it to intensify these, and reaffirms that the European Union wishes to enter into negotiations as soon as possible with a view to concluding a stabilisation and association agreement.

Welcomes the readiness of the 28 EU heads of state or government to sign the political chapters of the Association Agreement (AA) as soon as possible and before the presidential elections on 25 May 2014, and to adopt unilateral measures, such as tariff cuts for Ukrainian exports to the EU, which allow Ukraine to benefit from the provisions of the Deep and Comprehensive Free Trade Agreement (DCFTA), as proposed by the Commission on 11 March 2014; points out that the EU stands ready to sign the full AA/DCFTA as soon as possible, and as soon as the Ukrainian Government is ready to take this step; insists on clear signals demonstrating to Russia that nothing in this agreement endangers or harms future cooperative bilateral political and economic relations between Ukraine and Russia; points out, furthermore, that, pursuant to Article 49 of the Treaty on European Union, Ukraine – like any other European state – has a European perspective and may apply to become a member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights, and ensures the rule of law;

MIDDLE EAST - PEACE PROCESS - Council conclusions "The Council of the European Union: - aware of the historic importance of the Interim Agreement signed between Israel and the PLO on 28 September 1995; - convinced that it is necessary to contribute towards the success of that Agreement, and that economic and social development is a key factor for achieving just and lasting peace; - resolved to strengthen cooperation by the Union, as the leading donor, with the Territories covered by the peace agreements; - convinced that the peoples in the region must be the prime beneficiaries of peace, 1. invites the Commission to begin exploratory talks with the Palestinian Authority with a view to the conclusion of a Euro- Mediterranean Association Agreement as soon as circumstances permit; 2. restates its desire to conclude as soon as possible the Euro- Mediterranean Association Agreements which the Commission is in the process of negotiating with the countries of the region; 3. invites the Commission to take the necessary measures to enable the Territories covered by the peace agreements to benefit from increased aid in accordance with the conclusions of the Cannes European Council; 4. calls upon the European Investment Bank to speed up the commitment, at the earliest opportunity, of ECU 250 million in the form of appropriations for projects to develop the Territories covered by the peace agreements; 5. confirms that there will be observation of the elections to the Palestinian Council and that the international operation for observing these elections will be coordinated.
2. MOYEN-ORIENT : PROCESSUS DE PAIX - Conclusions du Conseil "Le Conseil de l'Union européenne : - conscient de l'importance historique de l'accord intérimaire signé entre Israël et l'OLP le 28 septembre 1995, - convaincu de la nécessité de contribuer au succès de cet accord, et de ce que le développement économique et social constitue un facteur primordial pour atteindre une paix juste et durable, - déterminé à renforcer la coopération de l'Union, en tant que premier donateur, avec les Territoires objet des accords de paix, - convaincu que les peuples de la région doivent être les premiers bénéficiaires de la paix; 1. Invite la Commission à entamer des conversations exploratoires avec l'Autorité palestinienne en vue d'aboutir à la conclusion d'un accord euro-méditerranéen d'association, dès que les circonstances le permettront; 2. Réitère sa volonté de conclure, dans les meilleurs délais, les accords euro-méditerranéens d'association que la Commission est en train de négocier avec des pays de la région; 3. Invite la Commission à prendre les mesures nécessaires pour que les Territoires objet des accords de paix puissent bénéficier d'une aide accrue dans le cadre des conclusions du Conseil européen de Cannes; 4. Invite la Banque européenne d'investissements à accélérer l'engagement des crédits pour un montant de 250 MECUS pour des projets consacrés au développement des Territoires objet des accords de paix dans les plus brefs délais possibles; 5. Confirme la mise en oeuvre de l'observation des élections du Conseil Palestinien et la coordination de l'opération internationale d'observation de ces élections.
