Deplores the fact that, without having been opened up to competition in advance, the financial management of the programmes was delegated to ARTM, an organization set up with the support of the Commission and of which two of the four administrators were also directors of two technical assistance bureaux which were able to secure more than 60% of the technical assistance appropriations made available from the Community budget for the MED programmes;
