Mr. Dale Johnston (Wetaskiwin, Canadian Alliance): Mr. Speaker, I wish to present a petition signed by 43 of my constituents, which states that whereas marriage is and should remain the union of one man and one woman to the exclusion of all others, the petitioners request that parliament take all necessary steps within the jurisdiction of the Parliament of Canada to preserve this definition of marriage in Canada, and they further ask that parliament withdraw Bill C-23 and affirm the opposite sex definition of marriage in legislation.

Les pétitionnaires prient en outre le Parlement de retirer le projet de loi C-23 et d'affirmer dans la législation la définition du mariage comme étant l'union de deux personnes de sexe opposé.

Mr. Eric Lowther: Madam Speaker, I would like to follow up on a previous question and ask the hon. member who has just spoken whether he agrees with the petition that he presented in the House on June 12 in which the petitioners asked that parliament enact legislation so as to define in statute that a marriage can only be entered into between a single male and a single female.

Eric Lowther: Madame la Présidente, comme suite à une question posée plus tôt, j'aimerais demander au député qui vient de prendre la parole s'il est d'accord avec la pétition qu'il a présentée à la Chambre le 12 juin, dans laquelle les pétitionnaires demandaient au Parlement d'adopter une loi précisant qu'un mariage peut seulement être contracté entre un homme célibataire et une femme célibataire.

Regrets the unambitious nature of the target (a minimum 27 % improvement in energy efficiency by 2030) adopted by the European Council in 2014, which is mainly justified by an extremely unrealistic high discount rate contained in a previous impact assessment; recalls that this discount rate (17,5 %) is excessively high; calls on the Commission to move to comprehensive cost-benefit analysis taking into account the multiple benefits of energy efficiency, and to a social discount rate, in line with its own Better Regulation guidelines; asks the Commission and the Member States to review the 27 % energy efficiency target for 2030 in the light of the Paris climate change agreement, with a view to achieving the goal of limiting the increase in global warming to well below 2 oC, and to pursue efforts to limit that increase to 1,5 oC in line with the energy efficiency target adopted by Parliament; asks the Commission to set a binding energy efficiency target of 40 % for 2030 which will reflect the level of cost-effective energy efficiency potential.
