1. In specific cases where a veterinary medicinal product or a biocidal product needs to be authorised as a matter of urgency for reasons relating to the protection of public health or of animal health or welfare, the Commission, any person who has submitted an application for an opinion pursuant to Article 3 or a Member State may ask the Agency to carry out an accelerated procedure for the assessment of the maximum residue limit of a pharmacologically active substance contained in those products.

19. Notes that although the Agency became operational as early as in 2005 to present it has only worked on the basis of correspondence and exchanges with the host Member State rather than a comprehensive headquarters agreement between the Agency and the host Member State, which has never been signed; agrees therefore with the Court that such an agreement would further promote transparency in respect of the conditions under which the Agency and its staff operate; asks the authorities to remedy the situation and asks the Agency to include in its next annual report the implications of the missing agreement;

11. Acknowledges the introduction of a 65 % threshold as the necessary score a candidate has to obtain in order to be invited to an interview; calls on the Agency to take into account the situation where one or more candidates have scored the same amount of points; asks the Agency to lay down a clear policy to declare the eligibility of the candidates and to specify the minimum and maximum number of candidates who will be invited to the interview in accordance with objective and transparent criteria; urges the Agency to adopt those internal rules until the end of September 2015 and to inform the discharge authority of the follow-up results;

The Agency may also terminate, after obtaining the agreement of the host Member State, joint operations and pilot projects if the conditions to conduct these initiatives are no longer fulfilled. The Member States involved may ask the Agency for a joint operation or pilot programme to be terminated.

Where a Member State so requests, the Commission shall ask the Agency, in consultation with that Member State, to carry out a cost/benefit analysis of the application of the provisions of this Directive to train drivers operating exclusively on the territory of that Member State.
