It draws to the attention of parliament the ban by the Chinese government of the Falun Gong practice. It calls upon parliament to continue urging the Chinese government to release all arrested Falun Gong practitioners, lift the ban, withdraw the international arrest warrant against Mr. Li Hongzhi and achieve a peaceful resolution through open dialogue.
Elle attire l'attention du Parlement sur l'interdiction de la pratique du Falun Gong par le gouvernement chinois et demande au Parlement de continuer d'exhorter le gouvernement chinois à libérer toutes les personnes pratiquant le Falun Gong, à lever l'interdiction, à lever le mandat d'amener contre M. Mr. John Williams (St. Albert, Canadian Alliance): The second petition, Mr. Speaker, is again from people in and around my riding who call on the government to urge the People's Republic of China to release all arrested Falun Gong and Falun Dafa practitioners and to lift the ban on Falun Gong people.

F. whereas in July 1999 the Chinese Communist Party launched an intensive nationwide wave of persecution, designed to eradicate the spiritual practice of Falun Gong and leading to the arrest and detention of hundreds of thousands of Falun Gong practitioners; whereas there are reports that Uyghur and Tibetan prisoners have also been subjected to forced organ transplants;
F. considérant qu'en juillet 1999, le parti communiste chinois a déclenché, à l'échelle du pays, une vague de persécutions visant à éradiquer la pratique spirituelle du Falun Gong et conduisant à l'arrestation et à la détention de centaines de milliers d'adeptes de ce mouvement; considérant que, selon certains rapports, des prisonniers ouïghours et tibétains ont également fait l'objet de prélèvements d'organes forcés;

In a word, we would be remiss if we did not make mention of all this and sound the alarm about the dramatic increase in the persecution of the Falun Gong, including the increase in the rate of arrest and detention, the increase in deaths of Falun Gong in detention, the increase in the beatings and torture, according to eyewitness testimony and documentary evidence of Falun Gong detainees, the increase in the numbers sent to psychiatric institutions, and the use of atrocity propaganda to demonize them in the eyes of their fellow citizens (1405) Accordingly, I call upon the Chinese authorities: to release the seven Falun Gong practitioners with a Canadian and family connection from their imprisonment, and permit them to be reunited with their loved ones here in Canada; to repeal the illegal ban on the Falun Gong; to rescind any laws or regulations specifically criminalizing the Falun Gong as an “illegal association” and prohibiting thereby the exercise of the fundamental freedoms of their members as guaranteed under Chinese law; to cease and desist from any policy or practice of torture or other degrading punishment or treatment of prisoners in detention, something that Chinese authorities undertook as well with the ratification of the international covenant on civil and political rights, with respect to which we have made representations; and to release all Falun Gong members now detained in prison, forced labour camps or psychiatric detention.

Just recently there have been new allegations of severe crackdowns on Falun Gong practitioners, with arrests and brutal treatment of Falun Gong practitioners as well as other religious leaders.

F. whereas the Falun Gong organisation was officially declared illegal in China on 22 July 1999, an arrest warrant was issued for its founder, Li Hung-Zhi on 29 July 1999, and in the last two years, according to reports, some 50 000 members of the Falun Gong movement have been arrested, of whom almost 25 000 are now in prison, have been sent to forced labour camp or have been forcibly committed to mental hospitals, while to date 137 of them have died after being ill-treated or tortured in the course of their arrest or detention,

In this context, the EU expressed concern about the number of arrests and the heavy sentences imposed on members of the China Democratic Party, as well as on members of the Christian Church and the Falun Gong movement.

The petitioners are calling upon the Parliament of Canada to continue urging the Chinese government to release all arrested Falun Gong practitioners in China immediately, to lift the ban on Falun Gong practice, to withdraw the international arrest warrant for Mr. Li Hongzhi and to achieve a peaceful resolution through open dialogue.

Clifford Lincoln (Lac-Saint-Louis, Lib.): Monsieur le Président, je désire présenter une deuxième pétition de plusieurs signataires de ma région du Québec qui demandent au Parlement du Canada de faire pression auprès des autorités chinoises afin de libérer immédiatement tous les pratiquants de Falun Gong détenus en Chine, lever l'interdiction de la pratique de Falun Gong, retirer le mandat d'arrêt international contre M. Li Hongzhi et parvenir à une entente pacifique par le dialogue.
