29. Recognises the progress made in democratic standards and in the fulfilment of Association Agreement requirements, but acknowledges that persistent deficiencies in the area of democracy still remain to be addressed; recognises that further progress should be made in the areas of governance reforms, including law enforcement, judicial sectors, and the fight against corruption; regrets the latest move by the President of Armenia in committing to the customs union; reminds the Armenian authorities that such a policy is not compatible with the Association Agreement; deplores, in this regard, the fact that this choice was made without fully-fledged parliamentary scrutiny or an open and transparent debate in Armenian society; hopes, in this regard, that Armenia will continue EU-related reforms, the implementation of which could lead to the country’s economic prosperity and could help solve socio-economic and political problems which still persist within the country; calls for a pursuit of cooperation with the EU, to which the EU is open; condemns, furthermore, the attacks on civic activists demonstrating in favour of European integration, and calls for the perpetrators to be brought to justice;
29. reconnaît les progrès accomplis pour ce qui est des principes démocratiques et du respect des exigences imposées par l'accord d'association, mais admet que la démocratie reste entachée de failles, qu'il convient de combler; reconnaît que des progrès doivent encore être accomplis dans le domaine des réformes de la gouvernance, comme le maintien de l'ordre, dans les secteurs judiciaires et dans la lutte contre la corruption; regrette la dernière initiative du président arménien, qui s'est engagé en faveur de l'union douanière; rappelle aux autorités arméniennes que cette politique n'est pas compatible avec l'accord d'association; déplore, à cet égard, le fait que ce choix n'ait pas fait l'objet d'un examen minutieux par le parlement ou d'un débat ouvert et transparent au sein de la société arménienne; espère, à cet égard, que l'Arménie va poursuivre les réformes encouragées par l'Union européenne, dont la mise en œuvre pourrait lui apporter la prospérité économique et l'aider à résoudre les problèmes socio-économiques et politiques auxquels le pays reste confronté; plaide pour la poursuite de la coopération avec l'Union, à laquelle cette dernière est ouverte;

Mr. Réal Ménard (Hochelaga-Maisonneuve, BQ): Mr. Speaker, today, by tabling a motion urging us as parliamentarians to recognize the Armenian genocide regardless of partisan considerations, the official opposition wants to show clearly that it remembers and hopes to help increase public awareness of what is probably the greatest tragedy, the most unacceptable, the most intolerable, the most shameful thing that can happen in the life of a society. Genocide must be condemned as a totally unacceptable instrument of national policy.
M. Réal Ménard (Hochelaga-Maisonneuve, BQ): Monsieur le Président, aujourd'hui, l'opposition officielle, en déposant une motion nous invitant, en tant que parlementaires, eu égard à toute espèce de considération partisane, souhaite marquer clairement qu'elle se rappelle, qu'elle se souvient et qu'elle souhaite contribuer à ce travail de conscientisation concernant ce qui est sans doute le plus grand drame, la chose la plus inacceptable, la plus intolérable, la chose qui doit soulever l'indignation la plus totale de la vie collective, c'est-à-dire ce recours à une arme de politique nationale qui est totalement inacceptable, le génocide.
