Takes the view that the 100-year commemoration of the Armenian Genocide in 2015 represents an important opportunity for Turkey to come to terms with its past; calls in this regard on the Turkish authorities to open all archives that will provide historians, academics and researchers with the opportunity to shed light on those tragic events and to start a genuinely transparent public debate with a view to recognising the Genocide; welcomes the steps taken recently by some Turkish intellectuals and NGOs, and reiterates its call on Turkey to normalise relations and establish diplomatic relations with Armenia; likewise supports civil society initiatives between Turkey and Armenia working towards the normalisation of relations;

Urges the Vice-President/High Representative to intensify the EU's efforts to work towards effective conflict prevention and peaceful settlement under international law of the conflicts in Nagorno-Karabakh and Transnistria and, above all, that between Russia and Georgia and its breakaway regions South Ossetia and Abkhazia by giving fresh impetus to the Geneva talks; stresses the dangerous potential for a spillover of frozen conflicts in the region; in this context, recommends the setting-up of a Conference on Security and Cooperation in the South Caucasus, embracing the countries concerned and the relevant regional and global actors, with a view to developing a Stability Pact for the South Caucasus; welcomes the recent rapprochement between the governments of Turkey and Armenia, and urges ratification of the accords by their respective parliaments;

* * * Annex Draft Common Position on the objectives and priorities of the European Union towards the Transcaucasian Republics THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article J.2. thereof, SETS OUT THIS COMMON POSITION: A. The European Union will pursue the following objectives and priorities in its relations with the Republics of Armenia, Azerbaijan and Georgia : 1. to support the Republics' independence, sovereignty and territorial integrity, while contributing to the permanent resolution of the conflicts in the region; 2. with this end in mind, to institute dialogue with the three Republics, and with neighbouring countries, with a view to the achievement of permanent political settlements, the repatriation of refugees and the reopening of communications in the Transcaucasus ; this in support of, and in close coordination with the work of the UN and OSCE.
