The competent licensing authority shall not approve wet-leasing or dry-leasing agreements ║ as regards an air carrier to which it has granted an operating licence unless that authority has determined and declared in writing to the air carrier in question that all safety standards equivalent to those imposed in the relevant Community law are met.
