a.Step-up support to HRDs, including those working for economic, social and cultural rights, through a systematic and comprehensive approach, by: raising cases of HRDs at-risk during high-level visits, including sector-specific missions; continuing to support and cooperate with UN and regional mechanisms for the protection of HRDs; enhancing support for multilateral initiatives on HRDs and civil society space, including at UN General Assembly and the UN Human Rights Council and increasing burden sharing and sharing of best practices among MS with regard to HRD protection.

F. whereas the CSDP needs to consolidate its contribution to peace and stability in the world through its missions and operations that form part of the EU’s comprehensive approach to a country or region, including through multilateral cooperation in and with international organisations – in particular the United Nations – and regional organisations, in compliance with the UN Charter;
F. considérant que la PSDC doit renforcer sa contribution à la paix et à la stabilité dans le monde à travers ses missions et opérations qui s'inscrivent dans le cadre de l'approche globale que l'Union européenne met en œuvre vis-à-vis d'un pays ou d'une région, et ce aussi à travers la coopération multilatérale au sein et avec des organisations internationales – en particulier les Nations unies – et régionales, dans le respect de la charte des Nations unies;

Calls for the EU to examine the security implications of climate change in dialogue with third countries, especially with key partners such as India, China and Russia; stresses that a truly effective response will require a multilateral approach and joint investment with third countries, and that the EU could build cooperation with third country militaries with joint development and training missions;

Calls on the VP/HR and the EEAS to develop more confidence-building measures and programmes, including the launching of new missions and public communication strategies and the consideration of pragmatic initiatives and innovative approaches such as informal contacts and consultations with the societies of the breakaway territories, while conserving the EU's non-recognition policy, in order to support civic culture and community dialogue; underlines the importance of strengthening the principle of good neighbourly relations, as well as developing regional cooperation through the ENP, the EaP and the negotiations on Association Agreements; considers that the EU Special Representatives (EUSRs) still have a significant role to play, particularly where their mandate has a regional dimension, such as in the South Caucasus; considers that more and better measures should be implemented with a view to solving the protracted conflicts in the region, which are hindering the multilateral dimension;
49. demande à la vice-présidente et haute représentante ainsi qu'au SEAE de mettre au point davantage de mesures et de programmes destinés à renforcer la confiance, notamment par la mise en place de nouvelles missions et stratégies de communication publique, ainsi que par l'examen d'initiatives pragmatiques et d'approches novatrices telles que des consultations et des contacts informels avec les sociétés des territoires sécessionnistes, tout en conservant la politique européenne de non-reconnaissance, afin de soutenir la culture civique et le dialogue communautaire; souligne qu'il importe de renforcer le principe de bonnes relations de voisinage et de développer la coopération régionale grâce à la PEV, au partenariat oriental et aux négociations d'accords d'association; estime que les représentants spéciaux de l'Union européenne ont toujours un rôle de premier plan à jouer, notamment lorsque leur mandat comporte une dimension régionale, comme c'est le cas dans le Caucase du Sud; estime qu'il conviendrait de prendre davantage de mesures de meilleure qualité en vue de régler les conflits persistants dans la région, qui entravent la dimension multilatérale;

Calls for the European External Action Service (EEAS) to devote more human resources to the region and for new EU diplomatic missions to be opened in the GCC member states, thereby helping to raise the profile of the EU, to facilitate political dialogue and to make the Union's efforts more effective; stresses that these resources should stem principally from a reallocation of staff within the EEAS; calls on those EU Member States with diplomatic representations there to act in line with EU policy; stresses that tailored bilateral approaches to GCC member states minded to engage in closer cooperation with the EU can only complement and strengthen the multilateral framework; calls, therefore, on the European and the High Representative of the Union for Foreign Affairs and Security Policy to examine the prospects which such bilateral cooperation would open up;
6. demande que soient consacrés, au sein du service européen pour l'action extérieure (SEAE), davantage de moyens humains à la région et qu'y soient ouvertes de nouvelles missions diplomatiques de l'UE auprès des États membres du CCG, contribuant ainsi à une meilleure visibilité, à faciliter le dialogue politique et à renforcer l'efficacité de l'action de l'Union; insiste pour que ces ressources soient avant tout le fruit d'une réaffectation au sein du SEAE; demande que les États membres de l'UE disposant de représentations diplomatiques sur place agissent en cohérence avec la politique de l'UE; souligne qu'une approche bilatérale différenciée vers les États du CCG enclins à intensifier leur coopération avec l'UE ne peut que compléter et renforcer le cadre multilatéral; demande dès lors que la Commission et la haute représentante de l'Union pour les affaires étrangères et la politique de sécurité examinent les perspectives qu'ouvre pareille coopération bilatérale;

One major departure from what had gone before was that the 1994 white paper drew the logical conclusion from the fact that the Cold War had ended. There was no longer a need for us to approach multilateral missions as if they consisted of two very distinct sets of missions.
Ce qui change beaucoup par rapport à la situation précédente, c'est que la fin de la guerre froide a permis aux auteurs du livre blanc de 1994 de tirer une conclusion bien logique, à savoir que nous n'étions plus obligés d'organiser les missions multilatérales comme si elles comprenaient deux missions bien précises.
