In sum, while I do not on balance favour senatorial elections, as they risk too much disruption of an acceptably functioning parliamentary system, I view any form of provincial involvement in senatorial appointments as dangerous and even obnoxious in the highest degree, as it would both intensify centrifugal forces and interpose intermediaries between the citizen and the federal government.
En résumé, même si dans l'ensemble je ne suis pas favorable à la tenue d'élections sénatoriales, qui risqueraient de perturber indûment un régime parlementaire qui fonctionne de façon acceptable, j'estime dangereuse et même au plus haut point nocive toute forme de participation provinciale aux nominations au Sénat, car cela aurait pour effet à la fois d'intensifier les forces centrifuges à l'oeuvre et d'interposer des intermédiaire entre le citoyen et le gouvernement fédéral.
