Without prejudice to measures taken under Article 16, import authorisations shall authorise the import of products which are subject to quantitative limits and shall be valid throughout the territory in which the Treaty is applied under the conditions laid down in the Treaty, regardless of the place of import mentioned in the applications by importers.

(45) In order to ensure uniform conditions for the implementation of this Regulation as regards imports, implementing powers should also be conferred on the Commission in respect of measures laying down fixed quantities of agricultural products considered to have been used in the manufacturing of the processed agricultural products for the purposes of the reduction or phasing out of import duties applicable in preferential trade and establishing the appropriate documentary requirements, the annual tariff quotas and the method of administration to be used for the import of processed agricultural products and certain agricultural products in accordance with the Union's international commitments, procedures for the application of specific provisions laid down in international agreements or acts adopting the import or export regime in particular on the guarantees covering the nature, provenance and origin of the product, recognition of the document used for verifying these guarantees , the presentation of a document issued by the exporting country and on the destination and use of the products , measures laying down the period of validity of import licences, the procedure for lodging a security and its amount, the use of those import licences and, where necessary, the specific measures relating to, in particular, the conditions under which applications for import are to be submitted and authorisation granted within the tariff quota and the appropriate documentary requirements.
(45) Afin d'assurer des conditions uniformes d'exécution du présent règlement en ce qui concerne les importations, il convient de conférer des compétences d'exécution à la Commission en vue d'adopter des mesures établissant les quantités fixes de produits agricoles considérées avoir été utilisées dans la fabrication des produits agricoles transformés aux fins de la réduction ou de l'élimination progressive des droits à l'importation applicables aux échanges préférentiels ainsi que les exigences documentaires appropriées, les contingents tarifaires annuels et la méthode d'administration à appliquer pour l'importation de produits agricoles transformés et de certains produits agricoles conformément aux engagements internationaux de l'Union, les procédures pour l'application de dispositions spécifiques établies dans des accords internationaux ou dans des actes portant adoption du régime d'importation ou d'exportation, en particulier les garanties quant à la nature, à la provenance et à l'origine du produit, la reconnaissance du document permettant de vérifier ces garanties, la présentation d'un document délivré par le pays exportateur ainsi que la destination et l'utilisation du produit, des mesures concernant la période de validité des licences d'importation, les procédures de constitution de garantie et le montant de celle-ci , l'utilisation de ces licences d'importation et, le cas échéant, les mesures spécifiques relatives notamment aux conditions selon lesquelles les demandes d'importation doivent être soumises et l'autorisation accordée dans le cadre du contingent tarifaire et les exigences documentaires appropriées.

Chapter II, concerning imports from third countries, provides that the provisions applicable to imports shall comply with or be equivalent to those applicable to the production and marketing of Community products.
