TRADUCTIONS EN CONTEXTE

36. Applauds the agreement between Senegal and the AU to establish a Special Tribunal to prosecute former Chadian President Hissène Habré for war crimes, torture and crimes against humanity, and the agreement between the governments of Senegal and Chad to allow Senegalese judges to conduct investigations in Chad; encourages strongly political leaders in the Sahel countries and all public authorities to explicate and give swift effect to their resolve to end the culture of impunity for alleged war criminals and human rights violators in Chad and elsewhere in the region; notes, in this connection, that Chad remains the only Sahel country not to have signed up to the Protocol to the African Charter on Human and Peoples’ Rights on the Establishment of an African Court on Human and Peoples’ Rights; encourages Chad to do so, as a strong signal of its commitment to punishing systemic abuses of human rights and providing redress to victims; regrets, moreover, Burkina Faso’s recent law granting amnesty to heads of state; fears that this sends the wrong signal to violators of human rights in the region and runs counter to the spirit of tackling impunity;
36. applaudit l'accord conclu entre le Sénégal et l'Union africaine visant à créer un tribunal spécial pour poursuivre l'ancien président du Tchad Hissène Habré pour crimes de guerre, torture et crimes contre l'humanité, ainsi que l'accord conclu entre les gouvernements du Sénégal et du Tchad permettant aux juges sénégalais d'effectuer des enquêtes au Tchad; encourage fortement les responsables politiques des différents pays de la région tout comme l'ensemble des autorités publiques à préciser et mettre en œuvre rapidement leur volonté de mettre fin à la culture de l'impunité des personnes accusées de crimes de guerre et des auteurs présumés de violations des droits de l'homme au Tchad et dans le reste de la région; observe à cet égard que le Tchad est le seul pays du Sahel à ne pas encore avoir adhéré au protocole de la charte africaine des droits de l'homme et des peuples portant création d'une Cour africaine des droits de l'homme et des peuples; encourage le Tchad à y remédier, afin d'envoyer un message fort témoignant de sa volonté de punir les atteintes systémiques aux droits de l'homme et apporter réparation aux victimes; déplore également la loi récemment adoptée au Burkina Faso accordant une amnistie aux chefs d'État; craint que cela n'envoie un mauvais signal aux auteurs de violations des droits de l'homme dans la région et n'aille à l'encontre de l'esprit de la lutte contre l'impunité;

Mr. Speaker, Canadian investors have applauded this agreement. The agreement is similar to many other treaties that Canada has signed and the treaty is designed to provide a very clear set of rules under which investments and dispute resolutions take place.

welcomes the opening of dialogue on liberalising the visa regime, which could enable Moldovan citizens to travel without visas in the Schengen area; similarly, applauds the signing of the small border traffic agreement between Romania and the Republic of Moldova, which entered into force in March 2010. This agreement will enable Moldovan citizens living within 50km of the border between Moldova and Romania to travel the same distance into Romania; considers that this will help improve contacts between people as well as between local administrations along the EU's external border with Moldova, and is an important step in overcoming administrative barriers to the development of cross-border partnership;
approuve l'ouverture du dialogue sur la libéralisation du régime de visas, qui implique, à long terme, la possibilité pour les citoyens moldaves de voyager sans visa dans l'espace Schengen. Dans un même ordre d'idées, il considère comme particulièrement utile la signature de l'accord relatif au petit trafic frontalier entre la Roumanie et la République de Moldavie, entré en vigueur en mars 2010, qui permet aux citoyens moldaves habitant dans une zone s'étendant sur 50 km à partir de la frontière moldavo-roumaine de voyager sur la même distance à l'intérieur de la Roumanie. Il estime que cela contribuera à intensifier les contacts interpersonnels ainsi que les relations entre les administrations locales le long de la frontière extérieure de l'UE avec la Moldavie. Il s'agit d'une avancée importante en vue de surmonter les obstacles administratifs au développement des partenariats transfrontaliers;

Commission applauds Council agreement on unfair commercial practices: EU to ban pressure selling The European Commission has applauded the political agreement reached by the Competitiveness Council on the EU’s Unfair Commercial Practices Directive.

Lastly, I applaud the agreement reached in the Council on the seven new European Agencies dealing with air, rail and maritime safety, food safety, fisheries control, chemicals and disease prevention and control.
